Item 4J AudioDuring the previous eighteen months, the Joint Use Committee
tasked City and CISD staff to explore possible shared services
arrangements between the City and District.

During the past 18-24 months, the CISD/City of Southlake Joint Use Committee has
been working toward development of a formal shared services agreement. The
vision of the committee has been to formalize the shared spirit of cooperation
between the city and school district into a process that is measurable and open for
display to the public.
This agreement, has already been approved by the Board of Trustees for CISD, and
it outlines the process and reporting requirements envisioned as part of this effort.

This agreement, simply put, creates a process in which the city manager and
superintendent are directed by their respective governing bodies to ensure meetings
take place on a twice annual basis between comparable divisions within each entity.
The purpose of these meetings is to discuss opportunities to create efficiencies of
effort, dollars, etc. which, while of benefit to the District and City, is of benefit to the
taxpayer whose ad valorem tax base supports both municipalities.
After the twice-annual meetings occur, each leader is responsible for reporting back
to each respective governmental body the results of said meetings.
There will be no direct impact to the 2007-08 budget. However, there may be
incidental expenses along with incidental savings that occur as a result of
implementation of this agreement.

A number of meetings were held to develop ideas for shared services arrangements
during the course of the summer and fall of 2006 with various department heads
from the City and District. In January of 2007, a joint meeting was held of the
leadership divisions to bring employees of both entities with similar responsibilities
face-to-face. This slide shows the results of the brainstorming activities of that day.
