PROJECT:
REQUEST: Hamilton Duffy, LP is requesting approval of a Plat Revision for the purpose of
abandoning utility easements on two (2) lots in the southeast corner of the Tuscan
Ridge development. Two of the easement segments are not in use and the easement
located between the two lots has a sanitary sewer line which has been approved for re-
location by the City’s Public Works Department. There are no significant issues with
this request.

HISTORY: A preliminary plat was approved by City Council on November 5, 2002.
A final plat was approved by P&Z for Phase 1 on November 7, 2002.
P&Z approved a final plat for Phase 2 on January 22, 2004.
Amended Plats were approved administratively to change the name of the
subdivision from Stafford Hill Addition to Tuscan Ridge Addition.
DRAINAGE ANALYSIS: This development drains through the storm sewer system constructed with the
subdivision and flows to an existing system to the east.

PLANNING DEPARTMENT COMMENTS:
1. Development of this property must adhere to the existing “MH” zoning district regulations.
2. Where adjacent property is un-platted or platted showing a 5’ U.E., provide a 5’ U.E. along the
property line. If adjacent property is platted and shows no easement, provide a 10’ U.E. along the
interior of the property line. However, Staff recommends that easements be placed only where needed
to provide necessary utility services and, where possible, be placed in a manner that minimized impacts
on existing quality trees.
* After Council approval, please submit two revised "check prints" prior to submitting blackline mylars
with original signatures.

A “Certificate of Taxes Paid” indicating that there are no delinquent taxes owed on the subject property
from each taxing authority must be provided to the City prior to filing this plat in the County records. A
copy of this information may be obtained from the Tarrant county Tax Assessor/Collector’s Office
located at 100 E. Weatherford St. in Ft. Worth (across from the old red courthouse). There is a service
charge of $10 per account for this certificate. For more information contact the Assessor/Collector’s

* Original signatures and seals will be required three mylars prior to filing the plat. Also
required are two sets of owner's dedications and notaries (8.5" x 11" or 14" paper) with original
signatures and seals on each. Mylars will not be accepted if any erasures or original ink, other than
signatures or seals, appear on the plat.
* We recommend this plat not be filed until the construction plans have been substantially approved.
This will ensure adequate easements and finish floor elevations.

* A Developers Agreement is required prior to construction of any public infrastructure. The Developer's
Agreement for this addition should consider streets, drainage, park dedication requirements and fees,
off-site sewer extensions, off-site drainage and utility easements and impact fees.
ENGINEERING COMMENTS:
GENERAL
1.There is an existing public sanitary sewer line within the existing utility easement. The final plat may
not be filed until the construction to relocate the sanitary sewer line is complete.
* Use the City of Southlake GPS monuments whenever possible.
DRAINAGE
* The discharge of post development runoff must have no adverse impact on downstream properties and
meet the provisions of Ordinance # 605.
INFORMATIONAL
* Submit civil construction plans (22” X 34” full size sheets) and a completed Construction Plan
Checklist directly to the Public Works Administration Department for review. The plans shall
conform to the most recent construction plan checklist, standard details and general notes which
are located on the City’s website.
* A ROW permit shall be obtained from the Public Works Operations Department (817) 748-8082
to connect to the City’s sewer, water or storm sewer system.
* A Developer’s Agreement may need to be approved by the City Council prior to any
construction of public infrastructure. Construction plans for these improvements must be
acceptable by Public Works prior to placing the Developer’s Agreement on the City Council
agenda for consideration.
* Any hazardous waste being discharged must be pretreated Ordinance No. 836.
* This review is preliminary. Additional requirements may be necessary with the review of
construction plans.
