Price, P.E., Public Works Director Subject: Award construction bid to WHF Electrical Contractors for $55,500.00 for electrical modifications to Shady Lane and Lonesome Dove lift stations to provide for the use of a backup power generator. Action Requested: Award construction bid to WHF Electrical Contractors for $55,500.00 for electrical modifications to Shady Lane and Lonesome Dove lift stations to provide for the use of a backup power generator. Background Information: In order to provide sanitary sewer service throughout the City of Southlake it is necessary to pump a considerable amount of the wastewater to overcome differences in ground elevations. We operate twelve (12) sewer lift stations as a part of the routine delivery of wastewater service in the city. In order to provide uninterrupted sewer service during power outages, we are able to maintain operation of all but two of these lift stations with the use of portable back -up pumps. Due to the size of the two remaining lift stations, the only reasonable means of operation during a power failure is with the use of a backup generator. On May 1, 2007 council awarded a bid to purchase a trailer mounted generator which will be delivered before the end of the year. In order to use the backup power source it is necessary to modify the electrical components at the two lift stations in question. Two bids were received on August 28, 2007 for the necessary modifications of the two lift stations. The bids have been reviewed by City's engineering consultant and their recommendation is attached. It is recommended that the City Council award the bid for these modifications to WHF Electrical Contractors for the lump sum price of $55,500.00. Financial Considerations: Funding for these electrical modifications has been carried forward from the FY -07 to the FY -08 operating budget for Wastewater Utilities for the purpose of completing this project. These bids have been tabulated and attached to this correspondence for your use. Deltatek Engineering has reviewed these bid documents and submits the following opinion and recommendation. Based on review of the bid submitted by WHF Electrical Contractors, Inc., review of references from other Owners', and prior experience with this contractor, it is our opinion that the low bidder is qualified to perform this task in accordance with the contract documents.
