City of Southlake, Texas MEMORANDUM August 7, 2007 To: Shana Yelverton, City Manager From: Lori Payne, City Secretary Subject: Resolution No. 07-039, Appoint members to the Southlake Arts Council Action Requested: Appoint members to the Southlake Arts Council. Background Information: On May 15, 2007, the City Council for the City of Southlake, Texas, approved Ordinance No. 908, establishing the Southlake Arts Council to serve as an advisory board to the City Council on all matters relating to public art including visual art and performing art programs and facilities, the use of city funds for art projects and facilities, and the creation of a performing arts facility. This committee, appointed by the City Council by a majority vote, shall consist of seven regular members, each of which shall be a citizen of the City at all times while serving on the Arts Council. Places shall be numbered one through seven and shall serve a two year term with odd- nurnbered places being appointed in odd - numbered years, and even - numbered places being appointed in even - numbered years, with the initial term of the even - numbered places being one year. In addition to the regular members, the City Council may appoint up to three citizens of the City as alternate members who shall serve in the absence of one or more regular members and shall also serve two year terms. The City Council may also appoint ex-officio members to serve as non- voting advisors to the Arts Council, who are not required to be citizens of the City. There is now a need for Southlake to define and create a unique arts identity in relation to all forms of artistic expression (visual, performance, etc), arts facilities and most importantly, arts learning and education programs for its citizens and the surrounding communities. All of this can be done in a manner which confirms the importance of creative capital to Southlake's business and corporate enterprises. Furthermore, building a vision and mission for the arts in our city can make Southlake a unique arts destination in the Dallas/Fort Worth area; a place for a special array of arts experiences which will not be found in the other cultural districts of our region. Qualifications and experience that would assist you in serving in this position: I have over 20 years experience as a professor of music and humanities. I am an experienced performing artist in music and theatre and in the direction of projects in those disciplines. I have been a Dean of visual, performing and fine arts at two institutions in the area (a small, private liberal arts institution and a large, public institution). I have been charged with the professional preparation of arts educators in these positions. I have been responsible for various facilities building projects to support both static and dynamic arts making and arts study programs. I currently serve as the Artistic Director and CEO of a youth music and arts organization which focuses on inclusiveness, touching families deeply, excellence, leadership, social stewardship and integration of the arts. In this capacity I understand the functions of not- for -profit organizational structures in and for the arts, and I work closely with public policy makers, grant organizations, governmental commissions, and commerce organizations.
