PROJECT: Sign Variance for Cornerstone Plaza
REQUEST: This is a variance request from the Sign Ordinance No. 704 -C regulations for maximum
height, maximum sign face area, number of sign panels, and setback requirements for
monument signs. The subject property is the Cornerstone Plaza shopping center,
located at 2707, 2717, and 2729 East Southlake Boulevard.
At the June 19, 2007 City Council meeting, the applicant requested a second multi -
tenant monument sign along East Southlake Boulevard that would have required a
variance to setback regulations and street frontage regulations. However, City Council
made the following recommendations at the meeting:

To allow the applicant time to revise the sign variance request, this item was tabled to
the July 17, 2007. The applicant is now proposing one four -sided multi- tenant
monument sign for the site. The new proposed sign exceeds the maximum height,
maximum sign face area, and maximum number of sign panels for a monument sign.
The applicant is also requesting a variance to the setback requirements. The specific
variances requested are as follows:

The proposed sign has been revised to show a sign tower used an City Council comments from
,tune 19, 2007.
The sign tower shall replace the existing single- tenant monument sign on the site. It has elerriertts
and materials matching these from existing buildings within the center and accommodates the
shopping center name, leasing contact information and panels for tenants, Like most of the
existing monument signs and towers within the vicinity, the tenant panels may contain various
corporate logos on changeable panels and shall be externally illuminated. The center's pioperiy

DEMONSTRATION
Variances requested:
A. Allow a sign tower with 4 -sides whose height is ±17ft., instead of a second 8ft. tall, 2 -sided
monument sign
B. Allow 102 s.f. of sign area with up to 12 tenant panels for each side facing Southlake Blvd.
(2 sides only)
C. Waive the 12ft. sign setback requirement
Demonstration (Responses):
1. That the literal enforcement of the sign regulation will create an unnecessary hardship or
practical difficulty on the applicant.
- The site has more than 500 I.f. of frontage along Southlake Blvd. and 1- single - tenant
monument sign but the required 500 ft. separation between sighs locates a second monument
sign within an existing Drainage Easement'Way. The second monument sign is supposed to
indicate tenants/businesses other than the retail anchor.
- A sign tower standing taller than a regular monument sign and accommodates multiple tenant
panels, including the retail anchor, shall function like 2 monument signs.
- The 12 ft. setback pushes the sign tower within or behind the existing hedgerow that would
block the bottom sign copy given the view angle from Southlake Blvd. There is also an
outdoor dining area with some features (outdoor chimney and existing landscaping) that
preferably the sign would not obstruct or displace. In addition, the configuration of the property
lines already places the sign approximately 25 ft. from the Southlake Blvd. roadway.
2. That the situation causing the unnecessary hardship or practical difficulty is unique to the
affected property and is not self imposed'
- The Drainage Easement and property line configuration along Southlake Blvd. are unique to
the affected property. The Drainage Easement takes approximately 55 I.f. of frontage along
Southlake Blvd. and allows various utility and drainage lines to be within the public right -of-
way. Keeping existing landscaping in an established center is also a consideration that is not
typical for new development.
3. That the variance will not injure and will be wholly compatible with the use and permitted
development of adjacent properties.
- The variance shall not injure adjacent properties because the proposed sign tower does not
clutter the frontage of the subject property and it follows a design taken from Cornerstone
Plaza's existing buildings. Sign towers with varied heights, materials matching their respective
shopping center buildings and multiple changeable tenant panels exist along Southlake Blvd.
With these factors considered, businesses are advertised while keeping aesthetic appeal along
this commercial corridor.
4. That the variance will be in harmony with the spirit andpurpose of the sign ordinance.
- The proposed sign tower's location has been selected to keep sign information visible
and maintain existing landscaping. The sign area aims to display tenant names and logos
with reasonable, proportionate panel height and width. This is bound by a design whose
goal is compatibility with existing buildings. These factors make the sign tower in line with
the safety, economic and aesthetic goals set forth by the city's Sign Ordinance.
