MINUTES
CITY COUNCIL PRESENT:
Mayor Andy Wambsganss, Deputy Mayor Pro Tem Virginia M.
Muzyka, and Councilmembers Laura K. Hill and John Terrell.
CITY COUNCIL ABSENT:
Mayor Pro Tem Carolyn Morris and Councilmembers Gregory
Jones and Vernon Stansell.
STAFF PRESENT:
City Manager Shana Yelverton, Assistant City Manager / Director of
Public Safety Jim Blagg, Assistant to the City Manager Ben Thatcher, Community Relations
Officer Pilar Schank, Manager of Information Services Gary Gregg, Director of Human
Resources Kevin Hugman, Director of Community Services Steve Polasek, Director of
Economic Development Greg Last, Director of Finance Sharen Jackson, Chief of Fire Services
Robert Finn, Chief of Police Services Wade Goolsby, Director of Planning and Development
Services Ken Baker, Director of Public Works Robert H. Price, and City Secretary Lori Payne.
Mayor Wambsganss called the retreat to order at 5:11 p.m. City Manager Yelverton made
opening comments and welcomed those in attendance.
The Directors highlighted specific projects within their departmental areas and answered
Council’s questions related to the projects.
Director Jackson presented FY2007 budget information and discussed the status of specific
funds. She reviewed revenues and expenditures.
Assistant City Manager / Director of Public Safety Blagg provided Council with an update on the
progress of the Southlake / Keller Public Safety Services merge, including successes and
challenges.
City Manager Yelverton and consultant Calvin Webb of Webb Watch made a presentation
entitled, Governing Body Financial and Risk Oversight.
Mayor Wambsganss called for a break at 6:40 p.m. and reconvened the retreat at 6:52 p.m.
Director Jackson reviewed economic and financial trends that will impact the City’s FY2008
budget.
Council continued with a working dinner while Director Polasek presented information on the
funding options and phasing options of Bicentennial Park and discussed how to keep balance
within the entire parks system.

Police Chief Goolsby presented information regarding animal shelter options. Council discussed
various options with staff.
Director Hugman presented TMRS services issues to Council.
Mayor Wambsganss called for a break at 8:30 p.m. and reconvened the retreat at 8:41 p.m.
Director Last introduced an interactive session with the logo development consultants, Brad
Bishop and Mike Thurman of Torch Creative. Council worked through an exercise with the
consultants on the logo development.
The June Retreat was adjourned at 9:31 p.m.
