Revision to the Site Grading Plan for Block 22, Southlake Town Square
PROJECT:
REQUEST: This property is located on the north side of E. Southlake Boulevard between Summit
Avenue, Central Avenue and Summit Park. The developer has discovered an error in
the as-built grades along the Summit Park boundary which now requires a retaining
wall be along the north boundary of this site, adjacent to the south boundary of Summit
Park. The retaining wall resides in the middle 60% of the boundary and ranges from 2
feet in height at the east and west ends and rises to a height of 5 feet near the center.
The developer has stated to staff that they will provide a wrought iron type steel railing
along the full length of the top wall. Normally, if a change of this nature does not have
an adverse effect on the adjacent property, it would be approved administratively.
However, it was originally represented to the staff and City Council that the parking lot
and sidewalk along the north boundary of this development would be at grade with the
adjoining park boundary. For this reason staff is bringing the issue before the City
Council to allow an opportunity to address any concerns.
Discuss any issues or concerns regarding this matter and provide direction to
ACTION NEEDED:
the City staff and the developer.

plan for Southlake Town Center on January 7, 1997.
City Council approved “DT” zoning with an associated concept plan on
March 4, 2003.
A revised concept plan allowing the south portion of Block 22 for
commercial development and relocating the park previously designated
for this area was approved September 6, 2005.
A site plan was approved on September 6, 2006.
A revised Site Plan was approved February 6, 2007.
STAFF COMMENTS: There are no specific regulatory issues with this change. However, due
to this issue not being addressed with the previous site plan approval
and its adjacency to the park, staff believes it necessary to bring this
item before the City Council for discussion.
