Item 6HCity of Southlake, Texas M E M O R A N D U M May 9, 2007 TO: Shana Yelverton, City Manager FROM: Ken Baker, AICP, Planning & Development Services Director SUBJECT:Resolution 07-020, Miscellaneous Amendments to the City’s Mobility and Master Thoroughfare Plan, an element of the Southlake 2025 Plan. ___________________________________________________________________________ Action Requested: Conduct a Public Hearing Approve Resolution 07-020, Miscellaneous Amendments to the City’s Mobility and Master Thoroughfare Plan. Background Information: The Master Thoroughfare Plan is updated by the city every four (4) years. The city last revised its Master Thoroughfare Plan when it adopted the Consolidated Mobility and Master Thoroughfare Plan in July 2005 in conjunction with the Southlake 2025 Plan. However, minor revisions to the Master Thoroughfare Plan between the four-year updates are made periodically when conditions warrant such changes. The Mobility and Master Thoroughfare Plan is the city’s long-term system plan for its transportation network, including its thoroughfare system. Specifically, it is the city’sadopted general plan for guiding thoroughfare system improvements, including existing and planned extension of city streets and highways. The primary objective of the thoroughfare plan is to ensure the reservation of adequate right-of-way on appropriate alignments and of sufficient width to allow the orderly and efficient expansion and improvement of the thoroughfare system to serve existing and future transportation needs. Based on the upcoming median and funnel projects, the following changes are recommended to the Mobility and Master Thoroughfare Plan: Add provisional language as it pertains to Dove Street from White o Chapel Blvd to Kimball Avenue and Dove Street from Shady Oaks to the western city limit line along Dove Street. This provisional language would be as follows: “Retain the existing designation of A2U (88’) arterial with the provision to improve the roadway to an A4D (88’) arterial when traffic counts on Dove Street warrant the change” Change the designation of N. Kimball Avenue from future o Aventerra/Gateway Boulevard to Dove Street from A2U (88’) to an A4U (88’) Village Center extension – new connector street from S. Kimball Ave to o S. Nolen Drive (C2U, 60’ R-O-W) Brock Drive extension – new connector street from Southlake Blvd to o Davis Blvd (C2U, 60’ R-O-W) Citizen Input/ Board Review: A city-wide SPIN Meeting was held on April 23, 2007. A summary of comments received at the SPIN meeting are attached with this memorandum. QUESTION: RESPONSE: The proposed text amendment would allow the City to analyze traffic count numbers annually and determine if a change in designation to a four lane divided arterial (A4D) roadway would be appropriate. The current designation of two-lane undivided arterial (A2U) will remain until such time and no plans are currently proposed to widen Dove Street. What is the timing of the round-abouts on Dove Street? QUESTION: RESPONSE: Construction should begin by the end of 2007. Quality of Dove Street and the possibility of widening to four lanes. DISCUSSION: What is the Land Use Designation of the properties along Brock Drive? QUESTION: RESPONSE:The Land Use Designation in the vicinity of the new Brock Drive extension is Low Density Residential with a T-1 and T-2 (Transition) Optional Land Use Designation overlay. What is the priority of these changes? QUESTION: RESPONSE:There is no priority given to the roadways on the Mobility & Master Thoroughfare Plan. These projects are dependent on private development of the properties adjacent to these roadways. When will the funnel project start? QUESTION: When can medians on FM 1709 (Southlake Boulevard) be anticipated? QUESTION: Gateway Church development timeline and the N. Kimball Avenue improvements. Interested parties are strongly encouraged to follow the case through the Planning and Zoning Commission and final action by City Council. 8 RESOLUTION NO. 07-020 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, FOR AMENDMENT TO THE ADOPTED MOBILITY AND MASTER THOROUGHFARE PLAN, AN ELEMENT OF THE SOUTHLAKE 2025 PLAN TO ADD GENERAL ALIGNMENTS FOR “VILLAGE CENTER EXTENSION EAST OF KIMBALL AVENUE” AND “BROCK DRIVE EXTENSTION FROM SOUTHLAKE BLVD TO DAVIS BLVD AND TO AMEND THE MASTER THROUGHFARE PLAN DESIGNATION FOR N. KIMBALL AVENUE AND TO AMEND THE MASTER THOROUGHFARE PLAN TEXT FOR EAST DOVE STREET FROM WHITE CHAPEL BLVD TO KIMBALL AVE AND WEST DOVE STREET FROM SHADY OAKS TO WEST CITY LIMIT LINE. WHEREAS , the City of Southlake, Texas is a home rule city acting under its charter adopted by the electorate pursuant to Article XI, Section 5 of the Texas Constitution and Chapter 9 of the Local Government Code; and WHEREAS , Section 11.06 of the Southlake City Charter provides for the adoption and updating of a Comprehensive Master Plan and its components, including the Master Thoroughfare Plan; and WHEREAS , the Planning and Zoning Commission has forwarded a recommendation for an amendment to the Master Thoroughfare Plan for miscellaneous amendments to the Mobility and Master Thoroughfare Plan. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS: SECTION 1 Pursuant to Section 11.06 of the Southlake City Charter, the Comprehensive Master Plan, the Southlake 2025 Plan, of which the Mobility and Master Thoroughfare Plan is a component, may be submitted in whole or in part from time to time to the Council for their adoption, accompanied by a recommendation by the Planning and Zoning Commission, and shall contain a planning consideration for a period of at least ten (10) years. The proposed amendments to the Exhibit “A” Exhibit “B” Master Thoroughfare Plan, noted in and attached hereto, are hereby approved. SECTION 2 The different elements of the Comprehensive Master Plan, as adopted and amended by the City Council from time to time, shall be kept on file in the office of the City Secretary of the City of Southlake, along with a copy of the minute order of the Council so adopting or approving same. Any existing element of the Comprehensive Master Plan which has been heretofore adopted by the City Council shall remain in full force and effect until amended by the City Council as provided herein. 10 SECTION 3 This resolution shall become effective on the date of approval by the City Council.
