Action Requested: Approval of Resolution 07-024, supporting the city’s Safe Routes to School Application. Background Information: The city of Southlake in conjunction with CISD is working on a Safe Routes to School Plan and associated grant application for funding various pedestrian and bicycle projects in the city. The Safe Routes to School program is a federal program managed through the state (TxDOT) and has approximately $40 million in grant funding available for local governments in Texas. Projects can be either infrastructure projects such as sidewalks and cross walks, or non-infrastructure projects such as bicycle and pedestrian educational programs. This program pays 100% of the eligible costs as a reimbursement program. In working with CISD, city staff has identified several infrastructure and non-infrastructure projects for approval. Attached with this memorandum is a list of recommended projects with their respective costs and location. $289,210 The total grant requested for all identified projects is . Financial Considerations: The program is a reimbursement program and the city will have to incur the eligible costs prior to reimbursement from the State. Durham Elem – 2 Total for Infrastructure projects$280,000 Recommended Non-Infrastructure Project Project Description Cost Brochures $1,210 Posters for educational $5,500 institutions Safety Town Course materials $2,500 Total $9,210 Grand Total = $289,210 2 RESOLUTION NO. 07-024 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, AUTHORIZING AND ENDORSING THE APPLICATION FOR FUNDING FROM THE TEXAS DEPARTMENT OF TRANSPORTATION SAFE ROUTES TO SCHOOL PROGRAM FOR VARIOUS SIDEWALKS, CROSSWALKS, SIGNAGE, AND SAFETY EDUCATION PROGRAMS IN THE CITY. Whereas, the City of Southlake is committed to improving pedestrian and bicycle transportation within the city with the development of the Sidewalk Master Plan including the city’s Safe Routes to School Plan; Whereas , the City of Southlake concurs with efforts to make areas in and around school areas safer for children to walk and ride their bikes through trail construction and related improvements, and WHEREAS , the City of Southlake recognizes that encouraging alternative modes of transportation has a positive effect on the health, safety, and welfare of its citizens; Whereas, the Texas Department of Transportation offers a “Safe Routes to School” Program in which a certain amount of state funding is earmarked for trail, signal, crossing and other pedestrian-related improvements specifically designed to improve non-motorized travel to and from local schools; and Whereas, the City of Southlake is planning to submit a “Safe Routes to School Program” grant application to complete critical sidewalk connections and related improvements adjacent to Carroll Elementary, Old Union Elementary, Rockenbaugh Elementary, Carroll Middle, Durham Elementary, Florence Elementary, Durham Intermediate, Eubanks Intermediate, Dawson Middle, and as shown in TABLE 1 and Exhibit A; and Whereas , the proposed projects are located near schools and in and around the City’s most populous neighborhoods where many children walk or ride their bikes to school; and Whereas, the City of Southlake has requested that the Carroll Independent School District sponsor its “Safe Routes to School Program” grant request. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS THAT: SECTION 1.
