Price, P.E., Public Works Director Subject: Authorize Amendment No. 2 to a Professional Services Agreement with Teague Nall and Perkins, Inc. to provide engineering services related to construction plan review, authorize staff to execute said contract and take any necessary action. Action Requested: Authorize Amendment No. 2 in the amount of $60,000 to a Professional Services Agreement with Teague Nall and Perkins, Inc. to provide engineering services related to construction plan review, authorize staff to execute said contract and take any necessary action. Background Information: The original contract with Teague Nall and Perkins, Inc. was executed by the City Manager on December 28, 2006 in an amount not to exceed $25,000. Amendment No. 1 in the amount of $25,000 was approved by City Council on March 20, 2007. This amendment will bring the total review services contract to $110,000. Several large projects have recently entered the development process, which are anticipated to exceed the review capacity of the existing engineering staff. The contract extension is necessary to provide supplemental construction plan review services. TNP has accomplished two goals of our plan review process. First, they are providing more thorough reviews than our current staff has been able to accomplish due to workload and personnel availability. Second, they have been able to provide timely reviews and improve "turnaround" delivery. They have accomplished multiple plan reviews on 15 subdivisions in the last 5' /z months with an average turnaround time of 2'/2 weeks. This has significantly reduced the backlog and has improved the quality of the plans we are taking to construction. Financial Considerations: The total fee for this amendment is $60,000.00. A total of $50,000 was approved in the mid -year budget review. After the approval of Amendment No. 1, $25,000 remained available in this line item of the budget. Additionally, $35,000 is available for transfer to this budget line item from an existing salary surplus resulting from the vacant engineering position. Amendment No. 2 includes a continuation of the scope of work and a revised maximum fee. More specifically, Article 11, Paragraph A shall be revised as follows: a. The maximum not-to-exceed fee for the Contract is increased from $50,,000 to $110,000, b. The CONSULTANT shall be compensated on an hourly basis at CONSULTANT's current standard hourly rates for personnel working on the project, Attachment W. 2. All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect. Please execute and return a signed copy for our files.
