Background
Information:
The original contract with Teague Nall and Perkins, Inc., was executed by
the City Manager on December 28, 2006 in an amount not to exceed
$25,000.00. This amendment now requires authorization by the City
Council because the total amount of the contract exceeds the City
Manager’s authority. The contract extension is necessary to provide
supplemental construction plan review services until such time as we are
able to fill the two vacant staff engineer positions.
TNP has accomplished two goals of our plan review process. First, they
are providing more thorough reviews than our current staff has been able
to accomplish due to workload and personnel availability. Second, they
have been able to provide timely reviews and improve “turnaround”
delivery. They have accomplished multiple plan reviews on 10
subdivisions (7 residential and 5 commercial) in the last 2½ months with
an average turnaround time of 2½ weeks. This has significantly reduced
the backlog and has improved the quality of the plans we are taking to
construction.
Financial
Considerations:
The total fee for this amendment is $25,000.00. This item was not
budgeted in the FY 2007 budget approved by Council; however, funds are
currently available for this project in the departmental budget. Due to the
inability to hire engineering staff authorized in the budget, staff has come
up with alternative methods of delivering the engineering plan review
service. Staff will be submitting a request in the mid-year budget to

replenish the funds proposed to be used for this service as well as
providing funds for an additional amendment should it be necessary.

The City of Southlake (the “CLIENT”) and Teague Nall and Perkins, Inc., (TNP, the “CONSULTANT”),
acting herein by and through their duly authorized representatives, enter into the following agreement
which amends the Authorization for Professional Services (the “Contract”), dated December 28, 2006.
1. Amendment No. 1 includes a continuation of the scope of work and a revised maximum fee. More
specifically, Article II, Paragraph A shall be revised as follows:
a. The maximum not-to-exceed fee for the Contract is increased from $25,000 to $50,000.
b. The CONSULTANT shall be compensated on an hourly basis at CONSULTANT’s current
standard hourly rates for personnel working on the project, Attachment ‘A’. However, the
maximum hourly billing rate for the remainder or the contract shall be increased from $120 per
hour to $170 per hour.
2. All other provisions of the Contract, which are not expressly amended herein, shall remain in full force
and effect.
Please execute and return a signed copy for our files. Receipt of an executed copy of this Amendment will
serve as Notice of Continuation to CONSULTANT. By signing below, the signer warrants that he or she is
authorized to execute binding contracts for the CLIENT.
