The decision to regionalize dispatch services, while a business decision, has
resulted in a lay-off of these employees, or a Reduction in Force. This situation is
not addressed by personnel policies. The loss of accrued sick leave can result in
hardship to those employees who may require leave due to a major illness or injury,
or birth of a child.
Resolution No 07-015 proposes a one-time payment to the affected employees of
accrued sick leave balances for hours in excess of 40 hours, not to exceed 400
hours. Since the city of Keller is providing an immediate 40 hours sick leave, this
will essentially make the employee “whole” in terms of available paid sick leave.
It should be noted that one employee will be transferred with 19 y 10 months of
service, 2 months short of the required 20 years continuous service. This
employees’ situation has been discussed before with City Council, and the intent to
treat that employee as a 20 year member. Those costs have been included in the
total. The total estimated cost would be approximately $10,250 and would be paid
from the general Fund
