PROJECT:
REQUEST: On behalf of St. Martin-in-the-Fields Episcopal Church, Arthur Weinman Architects is
requesting approval of a site plan. The purpose of this site plan is to add new parking
spaces and a 4,800 square foot, 333 seat chapel in accordance with the approved
concept plan.

HISTORY: August 3, 1992 – a Preliminary Plat and Final Plat were approved for the
church site;
August 18, 1992 a zoning change and concept plan for “CS” zoning was
approved for the church site was approved;
October 7, 1997 a Specific Use Permit for a mother’s day out program
(daycare) was approved;
November 20, 1998 a revised concept plan was approved;
March 7, 2000 a zoning change and concept plan for S-P-2 zoning was
approved for the church;
September 9, 2002 an amended plat combining the two church lots into a single
lot was approved.

PATHWAYS
MASTER PLAN: The Pathways Plan calls for a 6 ft. paved walkway along this section of
Pearson Lane. The plan shows internal connections to the trail system.
TREE PRESERVATION: The majority of existing trees are unaffected by the proposed construction.
There are a fruitless pear tree, two mountain cedar trees a yaupon holly and a
live oak tree which may be affected by the southern driveway construction..
Those that are affected are to be relocated or replanted.
P&Z ACTION: January 18, 2007; Approved to table until February 8, 2007.

February 22, 2007; Approved (6-0) subject to the Site Plan Review Summary
No. 2, dated February 16, 2007 allowing the detention area to be moved to the
southwest corner of the property subject to approval of the City Engineer.
STAFF COMMENTS: Attached is the site plan review summary No. 3 dated February 28, 2007. The
attached site plan shows two alternate locations for detention, one in the east
portion of the property and the other in the southwest portion of the property.
The applicant prefers the detention area be in the southwest corner of the
property. This is being reviewed by their engineer and is subject to the City
Engineer’s approval. Any plant material affected by the detention areas is noted
to be relocated.

* The applicant has met the requirements of previous reviews.
* No review of proposed signs is intended with this site plan. A separate building permit is required
prior to construction of any signs.
* The applicant should be aware that prior to issuance of a building permit a fully corrected site plan,
landscape plan, irrigation plan, and building plans, must be submitted for approval and all required
fees must be paid. This may include but not be limited to the following fees: Park Fee, Perimeter
Street Fee, Water & Sewer Impact and Tap Fees, and related Permit Fees.
INTERIOR LANDSCAPE & BUFFERYARDS:
* The proposed Chapel is smaller than 5,000 square feet and less than 30% of the existing building area,
therefore the proposed development is required to only meet the interior landscape requirements as it
pertains to the square footage of the new development and parking lot area.
Existing buildings:
Buildings in existence on the effective date of this ordinance shall be considered
legally nonconforming as it pertains to this ordinance. New construction greater in size than 30% of the
existing building or greater than 5,000 square feet shall require compliance with this ordinance as it
applies to the entire square footage of the existing building and proposed addition. New construction
intended to increase the square footage by less than 30% of the existing building or less than 5,000
square feet shall be required to meet the requirements herein only as it pertains to the square footage of
the new construction.
