SUBJECT: Approve a Tower Lease Agreement with Verizon Wireless for cellular
antennas to be located on the Miron Water Tank, authorize staff to execute
said agreement; and, take any necessary action.

said agreement; and, take any necessary action.
Background
Information: Verizon Wireless Inc. is seeking to implement a cellular base site in the
vicinity of the intersection of Carroll Avenue and FM1709 ( Southlake
Blvd.). Verizon Wireless previously applied for a Special Use Permit
(SUP) to install a cellular base site on the Zena Rucker property just to the
southwest of the Carroll/FM1709 intersection. This SUP was not approved
by the Council.
On November 2, 2006, Verizon's Site Acquisition Consultant contacted
Public Works staff with the intent to sign a Water Tower Lease agreement
with the City of Southlake. Verizon Wireless Inc. is interested in installing
a 1.85 — 1.925GHz cellular base site at 320 Miron Drive on the Miron
Water Tower.
The Miron Water Tower currently only has two (2) other tenants: T-
Mobile and Sprint PCS. In comparison, the Bicentennial and Florence
Water Towers each have five (5) tenants. There is room on the Miron
Water Tower to accommodate the proposed cellular antennas. Verizon
Wireless Inc. is proposing to install a total of nine (9) antennas (typical 3
per sector) on the concrete pedestal. These antennas are a standard ivory
color that blends with the color of the concrete pedestal.
The installation drawings for the proposed cellular site have been
reviewed by a third party engineering firm, Deltatek Engineering, at the
request of Public Works. Deltatek has reviewed the drawings for any
safety, hazardous, or structural issues, and will also conduct an inspection
of the site during construction.

Verizon Wireless Inc. understands the screening requirements at the Miron
site, and has agreed to construct an 8' tall masonry wall per Southlake's
Landscaping and Screening Requirements on page 45 -12 of the Zoning
Ordinance. Furthermore, Verizon Wireless Inc. will construct the wall to
match the existing brickcrete.
Financial
Considerations: Annual Revenue for the City is $30,120, increasing 3% every year.

Legal Review: The Water Tower Lease Agreement has been reviewed by the City
Attorney.
Supporting
Documents: None. The standard lease agreement for cellular antennas is being
utilized.
