City of Southlake, Texas MEMORANDUM February 6, 2007 To: Shana Yelverton, City Manager From: Robert H. Price, P.E., Director Public Works Subject: Award construction contract for the Continental Boulevard 12" Water Line Improvements, Woodland Heights Sanitary Sewer Improvements, and Quail Creek/N -2 Interceptor Sanitary Sewer Improvements, to Hall Albert Construction L.P. and provide for construction phase contingencies. Action Requested: Award construction contract for the Continental Boulevard 12" Water Line Improvements, Woodland Heights Sanitary Sewer Improvements, Quail Creek/N -2 Interceptor Sanitary Sewer Improvements, to Hall Albert Construction L.P. and provide for construction phase contingencies, authorize staff to execute said contract, and take any necessary action. Background Information: The 05/06 Capital Improvements Program (CIP) included funds for the construction of water and sanitary sewer improvements for these three proj ects. On February 21, 2006, the City Council approved a professional services agreement with Cheatham and Associates for the design and preparation of construction plans for these improvements. Three bids were received on December 19, 2006. The bids have been reviewed by Cheatham and Associates and the City Staff and are tabulated as follows: BIDDER BID AMOUNT Hall Albert Construction, L.P. $2,155,061.90 Patco Utilities, Inc. $2,936,345.50 Brett Construction Company $3,498,110.00 Memo from: Robert H. The City Staff concurs in this recommendation. Financial Considerations: The recommended award amount is $2,155,061.90. Staff also recommends that the City Council approve a construction phase contingency amount of 10% or $215,438.10 in addition to the award of $2,155,061.90 for a total project budget of $2,370,500.00. The 05/06 CIP included funds for the Continental Water Line and the two Neighborhood Sewer Projects. In addition, there are unallocated residual funds in several completed projects that can be used for this project. The balance of the funds for Project 06UO4 -0001 is for City participation in the cost of the new 12" Water Line in Randol Mill Avenue being built by developers. Additional construction funds for the remainder of this water line will be included in the FY 2008 CIP as necessary.
