Revised Site Plan for Block 22, Southlake Town Square
PROJECT:
REQUEST: On behalf of SLTS Land, LP, Cooper & Stebbins is requesting approval of a revised
site plan. The purpose of this plan is to create a through driveway/streetscape between
Central and Summit Avenues adjacent to Summit Park. This revision changes the
following:
1)Relocates the driveway intersecting Summit Avenue north of its presently
approved location;
2)Adds a driveway onto Central Avenue
3)Reduces the size of Building 22D from a two story 12,300 square foot
medical/office building to a one story 6,000 square foot retail/restaurant
building. The elevations for this building will be brought back to City Council
for approval prior to construction.
No other changes are proposed.
A variance to stacking depth on all three driveways is requested. A variance was
granted for the two driveways on the first site plan approval, but because of the plan
revision the variance must be reconsidered. The Planning and Zoning Commission
recommend approval with the condition that the Director of Public Works be permitted
to remove parking spaces adjacent to the driveways should any traffic issues develop.

HISTORY: City Council approved “NR-PUD” zoning with an associated concept
plan for Southlake Town Center on January 7, 1997.
City Council approved “DT” zoning with an associated concept plan on
March 4, 2003.
A revised concept plan allowing the south portion of Block 22 for
commercial development and relocating the park previously designated
for this area was approved September 6, 2005.
A similar site plan was approved on September 6, 2006 (Attachment C,
Page 1).
P&Z ACTION: January 18, 2007; Approved (7-0) subject to Revised Site Plan Review
Summary No. 1, dated January 12, 2007; granting requested variance
with Director of Public Works having authority to remove parking to
correct any traffic issues raised by stacking depth issues.

1.Provide a minimum stacking depth of 100 feet in accordance with the Driveway Ord. 634, as
amended. A stacking depths are provided as follows:

2.Show ROW dedication adequate in width and transition to accommodate the turn lane along
Southlake Boulevard at Central Dive and maintain the typical parkway width. The setback may be
reduces to 20 feet from the ROW where additional dedication is required/provided for turn lanes.
3.All fire lanes and curb radii must meet fire department requirements.
4.Staff recommends removing the S curve in the eastern driveway.
* No elevations were submitted for building 22D. A revised site plan will be required for elevation
approval prior to issuance of a building permit.

2, dated August 17, 2006; granting requested variance for stacking; noting the applicant’s willingness
to address stacking depth issue on Summit and Central Avenues and the drive thru at the bank if that
becomes a safety issue as defined by the Public Works Director at their absolute discretion; granting
variance to island widths; noting applicant’s willingness to plant canopy trees; and noting the
applicant’s willingness to move loading dock that is east of bank in order to have better access for the
drive through windows.

COUNCIL ACTION: September 6, 2006; Approved (6-0) subject to Revised Site Plan Review
Summary No. 2, dated August 17, 2006; granting the requested variances for driveway stacking depths
and landscaping island widths; subject to the recommendations of the Planning & Zoning Commission;
and accepting the applicant’s willingness to plant more trees in the parking lot islands than what is
shown.
* A fully corrected plan that includes all associated support plans/documents and conditions of
approval is required before any ordinance or zoning verification letter publication or before
acceptance of any other associated plans for review. Plans and documents must be reviewed and
stamped “approved” by the Planning Department.
* All development must comply with the City’s Drainage Ordinance No. 605 and detain all post
development run-off.
* No review of proposed signs is intended with this site plan. A separate building permit is required
prior to construction of any signs.
* The applicant should be aware that prior to issuance of a building permit a Plat must be processed
and filed in the County Plat Records, a fully corrected site plan, landscape plan, irrigation plan, and
building plans, must be submitted for approval and all required fees must be paid. This may include
but not be limited to the following fees: Park Fee, Perimeter Street Fee, Water & Sewer Impact
and Tap Fees, and related Permit Fees.
