The purpose of this plat is to combine two existing lots into a single residential lot and abandon a 10’ wide utility easement centered along the current common lot boundary. There are no existing utilities in the easement proposed for abandonment and there are no variances requested. LEGAL DESCRIPTION: Lots 1 & 2, Block 1, Pecan Acres Addition LAND USE CATEGORY: Low Density Residential CURRENT ZONING: “RE” Single Family Residential Estate District HISTORY: -A change of zoning to "RE" and a plat showing creating Lots 1 & 2, Pecan Acres was approved by City Council on February 1, 1983. The "RE" zoning district at this time (Zoning Ordinance No. 261) permitted a minimum lot area of 2.5 acres in the “RE” district. TRANSPORTATION Master Thoroughfare Plan ASSESSMENT: The Master Thoroughfare Plan does not make any recommendation for Sunshine Lane. Adequate right-of-way was previously dedicated for this roadway. Existing Area Road Network and Conditions The Pecan Acres development is proposing the lot to have street frontage onto Sunshine Lane. Sunshine Lane is currently a 2-lane, undivided local residential roadway that connects to E. Dove Street to the north and E. Highland Street to the south. Case No. Attachment A ZA06-168 Page 1 PATHWAYS MASTER PLAN: The Master Pathways Plan does not make any trail or sidewalk recommendations adjacent to the development. Sidewalks are required along all street frontages. WATER & SEWER: An 8-inch water line exists along the east side of the Sunshine Lane. An 8-inch sanitary sewer line exists north of the proposed subdivision on the west side of Sunshine Lane. The applicant is anticipating connecting into the sanitary sewer line that will be extended with the development of Wimbledon Estates planned on the east side of Sunshine Lane. DRAINAGE ANALYSIS: Based on the existing topography, this site appears to be a high point so that drainage from this development is in all directions. A grading plan will be required with the building permit application. TREE PRESERVATION: Most of the existing trees on the site are Pecan trees that look to have been planted to form a Pecan orchard. The layout of the proposed house envelope looks to be placed to preserve the most trees possible without affecting the other existing trees. Consolidated Land Use Plan Recommendations SOUTHLAKE 2025: The underlying land use designation is Low Density Residential with an optional Rural Conservation designation. INFORMATIONAL COMMENTS * Although not a requirement by ordinance, staff strongly suggests contacting the appropriate S.P.I.N. district representative to determine a need for holding a S.P.I.N. meeting. All development must comply with the City’s Drainage Ordinance No. 605 and detain all post * development run-off. * It appears this property lies within the 65 LDN D/FW Regional Airport Overlay Zone, requiring construction standards in compliance with the Airport Compatible Land Use Zoning Ordinance No. 479. Additionally, the “Avigation Easement and Release” shown in Appendix 3 of the Subdivision Ordinance No. 483 should be executed on subsequent Plats to be filed in the County Plat Records. * A “Certificate of Taxes Paid” indicating that there are no delinquent taxes owed on the subject property from each taxing authority must be provided to the City prior to filing this plat in the County records. Provide all necessary easements for water, sanitary sewer and drainage. * Use the City of Southlake GPS monuments whenever possible. WATER AND SANITARY SEWER COMMENTS: 1.There is an existing 8" water line in Sunshine Lane. 2. There is currently no public sanitary sewer available to serve these properties. Developer may want to consider extending sanitary sewer to this developer. 3. Provide a layout of the existing septic system(s) and locations for the proposed septic system(s) for the development. * Use the City of Southlake GPS monuments whenever possible. DRAINAGE COMMENTS: 1. A grading plan will be required with the Building Permit Application. 2. This property drains into Critical Drainage Structure #6 and requires a fee ($235.74/acre) to be paid prior to beginning construction. * All proposed driveway culverts shall be sized by an engineer and submitted to the City Engineer for approval. Minimum size culverts is 18" RCP. * The discharge of post development runoff must have no adverse impact on downstream properties and meet the provisions of Ordinance # 605. INFORMATIONAL COMMENTS: * Submit Civil construction plans to Public Works Administration for any public infrastructure proposed for this development.
