Approval of proposed names for Watermere Park, Central Park, Estes Park, The

Cliffs Park, and Oak Pointe Park

Action Requested:
City Council approval of names for five new parks as recommended by Parks
Board to include Watermere Park, Central Park, Estes Park, The Cliffs Park,
and Oak Pointe Park.
Background
Information:
Effective February 18, 1996, the City adopted a procedure for naming or
renaming park facilities. The Naming and Renaming of Park Facilities
Procedures establishes the following parameters for evaluating submissions for
the naming of City park facilities.
A park facility may be named for a deceased individual(s) who have served
the community.
A park facility may be named for any deceased local, state, national, or
international figure(s).
A park facility may be named for any local, state or national geographic
area, landmark or event.
A park facility may be named for any symbol or concept associated with
the City of Southlake, the State of Texas, or the United States of America.
As part of recent development, five new parks are open(ing) to the public.
Press releases and announcements were placed on the City website inviting
suggestions for names to be considered by contact with City staff. Based on
input received, Parks Board recommends that the parks be named as follows:
“Watermere Park” consists of two separate tracts and will be a
neighborhood park located within The Watermere at Southlake
development on Southlake Boulevard. The park will consist of 3.736
acres of land, pavilions, walking trails, benches and a playground. In
recognition of the previous property owner, and with encouragement
from the Watermere developer, Parks Board also recommends the
“Ernest Owen Pavilion”. The pavilion located near the playground
within the southern most park would be named for the former owner
and developer of the land. Mr. Owen was a resident of Southlake and
was involved with obtaining zoning for the property with the hopes to
develop the site as a retirement community, but passed away in May of
2005.

“Central Park” is a special purpose park located in the Shops of
Southlake development consisting of .744 acres and is currently under
construction.
“Estes Park” is a neighborhood park located on the southwest corner of
Dove Road at the entrance to Estes Park Phase I and consists of 2.27
acres of land, with a pond and walking trails. Per the request of the
developer, and in keeping with similar recognitions within the private
park areas, the Parks Board also recommends naming the pond “Hess
Pond” for Leroy and Colleen Hess, former owners of the land and
ardent supporters of Carroll schools and the Southlake Community.
“The Cliffs Park” consists of two separate tracts and is located within
The Cliffs at Clariden Ranch development on North White Chapel.
The park consists of 15.92 acres of land. Per the request of the
developer the Parks Board recommends “Sally Dinsmore Oien
Butterfly Garden” which will be a feature provided by the developer
within the 4.24 acre tract.
“Oak Pointe Park” consists of three separate tracts and is located within
the Oak Pointe development on Ridgecrest Road. It consists of 8.19
acres of land including a pond, trails and natural area.

Considerations:
Not applicable.
Financial Impact:
No financial impact involved with naming due to a lack of current park signage
and in certain instances (Cliffs, Watermere, Oak Pointe) park dedication
requirements for developer provision of plaques and/or signage.
Citizen Input/
Board Review:
Parks Board recommended (9-0) the names “Watermere Park”, “Central Park”
and “Estes Park” at their January 2007 meeting. “The Cliffs Park” and “Oak
Pointe Park” were recommended (8-0) at the September 2006 Parks Board
meeting.
