#0609A161PS600207 related to branding Southlake.
Background
Information:
The most recent request for bid (RFB) on the branding initiative was combined
with a component requesting bids for hotel tax marketing services. Although
there were no bids submitted for the hotel component, we did receive three (3)
bids for the branding services as follows:
Northstar Destinations: $105,000
Torch Creative: $52,500
The Richards Group: $149,500
The evaluation team of Councilmembers Hill and Terrell, Jim Blagg, Pilar
Schank, Stefanie Wagoner, Joe Herzog (Leadership Southlake) and I evaluated
the proposals and interviewed Northstar and Richards. All three firms have
positives and negatives, not the smallest of which is the proposed cost for two
of the proposers.
Given the importance of this item we felt it prudent to bring the item before
Council for feedback and direction.
Financial
Considerations:
The City Manager’s Office will be bringing forth a proposal to include this
project under the Strategic Initiative Fund.

There have been public City Council meetings where this topic has been
discussed.
Legal Review:
The City Attorney’s office has been heavily involved in the evaluation of the
RFB submittals.

Alternatives:
1. Select a vendor from the current proposals, as submitted
2. Reject all bids as submitted
2a. Initiate interviews with qualified consultants under a more narrowly
defined scope of services (logo redesign predominantly) with a targeted
contract amount less than $25,000
2b. Hold on the project
3. Other alternative per Council’s direction
