Item 6C Department of Planning & Development Services S T A F F R E P O R T October 13, 2010 CASE NO: ZA10-056 PROJECT: Site Plan for Eubanks Intermediate School Shade Structure EXECUTIVE SUMMARY: On behalf of Carroll Independent School District, Grounds for Play is requesting approval of a site plan to allow the addition of one shade structure at Eubanks Intermediate School on property being described as Lot 1R, Block 1, CISD No. 4 Addition, an addition to the City of Southlake, Tarrant County Texas, and being approximately 35.39 acres. REQUEST DETAILS: The applicant is requesting to place one shade structure with tan metal posts and a forest green fabric shade material over existing picnic tables southwest of the school building. The shade structure measures approximately 38’ x 24’ with 8’ support posts. The overall height is approximately 12’ 7”. VARIANCE REQUESTED: The applicant is requesting a variance to Zoning Ordinance No. 480, Section 43.13(a)(2), prohibiting membrane-type roofs for structures lying within the residential adjacency overlay district. The applicant is proposing a membrane-type roof on one shade structure. Kimball Ave. LEGAL DESCRIPTION: Lot 1R, Block 1, CISD No. 4 Addition LAND USE CATEGORY: Public/Semi-Public CURRENT ZONING: “CS” Community Service District HISTORY: -A zoning change and site plan (ZA99-120) from “SF-20A” Single Family District to “CS” Community Service District was approved by City Council on February 1, 2000. -A final plat (ZA00-044) for Lot 1, Block 1, CISD No. 4 Addition was filed on January 29, 2001. -An amended plat (ZA08-071) for Lot 1R, Block 1, CISD No. 4 Addition was filed on November 7, 2008. CITIZEN INPUT/ BOARD REVIEW: The representative for SPIN District 8 determined that a SPIN meeting was not necessary for the addition of the shade structures. The applicant contacted a number of surrounding property owners and received favorable responses. TREE PRESERVATION: No tree removal is proposed. PLANNING & ZONING COMMISSION: October 7, 2010; Approved (7-0), granting the variance to Zoning Ord. 480, Section 43.13(a)(2) prohibiting membrane-type roof structures lying within a residential adjacency overlay district and subject to the staff report dated October 1, 2010.
