Action Requested: Award purchase of paving equipment from Holt Caterpillar Inc. in the amount of $470,695 through BuyBoard® government purchasing program. Background Information: The City of Southlake owned a small asphalt paving machine until several months ago. While the old machine wasn't large enough to construct an asphalt street, it was adequate for minor repairs. Because the city must have the ability to maintain and repair asphalt pavement, it is necessary to purchase a suitable replacement. In the FY2011 budget, staff proposed to replace the obsolete and worn out equipment with today's technology. The purchase of the new paving equipment was approved in the FY 2011 budget. There are several benefits to purchasing the equipment: 1) ability to do larger projects with better results with a focus on preventive maintenance rather than reactive repairs; 2) reduced annual service cost of a square yard of 2-inch asphalt pavement mat ($8.64 in-house vs. $12.00 contractor); 3) long-term results will be less impact on the traveling public by reducing roadway reconstructions. Because the timely maintenance and repair of asphalt pavement can prevent complete roadway failure, upgrading to a paving machine capable of full -lane paving is in the best interest of the City. More detail regarding the benefits of the ability to perform pavement maintenance in-house can be found in the attached budget memo to the Mayor and City Council. In order to use the paving equipment to its full potential, two asphalt compactors/rollers are also needed. All three pieces of equipment are available through the BuyBoard® cooperative government purchasing program for a total cost of $470,695. Financial Considerations: The FY 2011 budget provides funding for this equipment in the Strategic Initiative Fund in the amount of $470,695. Price, P.E., Director of Public Works SUBJECT: FY 2011 Budget —Supplemental Request Asphalt Paver and 2 Rollers (Pneumatic and Steel Wheel) During the special Council Meeting of August 24, 2010 to discuss the FY 2011 budget, a question was posed to staff regarding the proposed purchase of new above referenced paving equipment in the approximate amount of $475,000. Council further asked staff their thoughts on whether the acquisition of this equipment was necessary as opposed to continuing to contract out the asphalt paving efforts of the city. Finally, Council asked what was the added value to the citizens through the acquisition of the asphalt paver and rollers. Staff offers the following response to the questions posed: The City of Southlake possessed and utilized an asphalt paver up until November of 2009 when it finally broke down beyond repair. The paver that Southlake possessed was primarily a "parking lot" paver designed for many small repair type jobs. It is our understanding that the City had purchased this self propelled paver around 2000 at a cost of approximately $60,000. While this equipment was not sufficient for major repair projects, the City of Southlake has for many years had the basic ability to make minor repairs to asphalt roadways. With the loss of this equipment, Southlake Streets and Drainage Division of Public Works has lost the ability to repair even minor asphalt roadway deficiencies other than through the use of asphalt cold mix. The only means by which the Streets and Drainage Division can currently address roadway deficiencies is through the utilization of outside contractor assistance. It is a constant balancing act of accumulating enough deficient paving work to achieve cost efficient pricing versus meeting the timely repair needs of a flexible paving system and meeting the expectation of our citizens. When dealing with asphalt, it is important to understand that asphalt roadways are actually flexible pavement systems. The majority of the structural strength of the flexible paving system is in the subgrade or base of the roadway. This is very different from a concrete roadway that is a Rigid Pavement system where the majority of the structural strength of the pavement is in the concrete (and steel reinforcing) itself. The reason that I mention this is that once an opening in an asphalt surface appears (i.e. cracks), delays to repairing the surface course will result in moisture penetrating into the base course. Through repeated axle loadings (combined with moisture penetration from cracks) from motorists using the roadway, potholes will begin to develop. Without the ability to repair asphalt roadways in a timely manner when alligator (Figure 1) or longitudinal (Figure 2) cracks appear, degradation of the base course will result and the expense of the roadways increases significantly. Figure 2 - Longitudinal Cracking Having the asphalt paver as an in-house resource provides the Streets and Drainage Division the ability to respond to pavement deficiencies on a more timely basis than if the staff only has the ability to perform pavement repairs through outside contracting. In the last several citizen surveys, maintenance of local streets and roads has been noted as an area of importance to the citizens responding to the survey. Attached to this document are two slides from the 2009 citizen survey that demonstrate the importance of the maintenance of the local streets and roads to the survey respondents. In the 2009 survey, 100% of the respondents responded that maintaining the local roads and streets was very or somewhat important to them. Furthermore, results of the 2009 Citizens Survey revealed a 25% gap between the service importance and the service satisfaction in the area of maintaining local streets and roads. Another issue mentioned in the 2009 Citizens Survey is the need to manage traffic congestion. Construction project operations can lead to delays in normal daily traffic. While construction efforts alone do not account for all delays, it can be a significant contributor. Possessing the asphalt paver will allow the Streets and Drainage Division to look at alternative construction periods on roadways not located adjacent to residential properties. The acquisition of the asphalt paver and rollers allows the staff to affect roadway improvements during evening hours when local traffic is at a minimum. This type of alternative construction delivery is not possible through traditional construction contracts without a significant increase in cost. Understanding the benefits of having access to an asphalt paver and rollers to do work in a timely manner as well on a regular basis when pavement deficiencies arise, a question may arise in the reader's mind as to why the city could not just rent an asphalt paver when it is needed. The answer is that no rental market for an asphalt paver exists. An asphalt paver is a specialized piece of equipment that owners are not willing to rent out on an interim basis. Lease to purchase options are available and the staff has analyzed the outright purchase of the equipment versus a 7 year and 10 year lease to purchase option. In order to perform this analysis, several assumptions had to be made in order to conduct the analysis. First, staff assumed a standard quantity of 20,000 square yards of a 2 inch asphalt mat was necessary to affect a pavement repair project whether done in-house or by an outside contractor. Staff contacted an asphalt contractor and inquirec as to what the estimated cost per square yard of a 2-inch asphalt mat would be based upon a 20,000 square yard quantity. The response was $12.00 per square yard complete in place. When comparing four options: (1) Lease to Purchase 3 pieces of equipment (with no early payment penalty); (2) One Time Purchase of 3 pieces of equipment; (3) Paver Purchase plus rental of 2 rollers (5 months/year); and Contracting out Asphalt paving Services (i.e., no equipment purchase or lease), a number of criteria were considered in order to determine the best option for the city. The criteria considered are as follows: • Equipment Availability • Response Time/Mobilization • Quality of Work • Engineering Design Cost Savings • Cost Savings/Public Trust (Over 10 year time horizon) • Minimal Financial Risk Each of these criteria was weighted based upon importance and then the criterion was rated for each option available. Attached, please find the weighted scorecard for the PW Capital Equipment Decision Matrix. The evaluation of the four options yielded results indicating that the one-time purchase of the three pieces of equipment ranked highest among the four options. Also, based upon the assumed quantity of 20,000 square yards of a 2-inch asphalt mat, the annual service cost of a square yard of 2-inch asphalt pavement mat is $8.64 per square yard compared to the cost provided by a contractor of $12.00/square yard. One major reason for this difference is that when calculating the per square yard cost of asphalt with the purchase/lease of the necessary equipment, we did not include any labor cost as this is already a fixed cost for the city. The staff level maintained by the Public Works Department is necessary to fulfill all of the functions required by the City's infrastructure needs. The purchase of this equipment will increase the effectiveness and efficiency of the department by better utilizing the same level of staff. An additional benefit of owning the equipment derived by the city is the ability to better control many factors that impact the citizens of Southlake. These factors include total control of project quality, rideability (i.e., smoothness of ride), schedules, day or night paving and the overall aesthetics of a project, without the inconvenience of change orders or any other unforeseen problems. The two proposed rollers, one a steel wheel roller and the other a pneumatic rubber tired roller will serve several functions essential to the everyday operation of a public works organization and will not be limited to just a paving program. They will benefit our operation in the construction and reconstruction of parking lots and roadway construction and reconstruction. These pieces of equipment are essential for the grading and compaction of any base materials as well as the compaction of surface courses of asphalt. Finally, as noted in the beginning of this memo, we are replacing obsolete worn out equipment with today's technology. One significant benefit will be the ability to do bigger projects with better results with a focus on preventive maintenance rather than reactive repairs. The long term results will be less impact on the traveling public by reducing roadway reconstructions.
