Staff is asking that the City Council approve the purchase of 3 pieces of paving
equipment from Holt Caterpillar Incorporated in the amount of $470,695 through the
Buy Board government cooperative purchasing program.
The City’s old paving machine is no longer repairable and has to be replaced.
While the old machine wasn’t large enough to construct an asphalt street, it was
adequate for minor repairs. Because the city has to have the ability to maintain
and repair asphalt pavement, it is necessary to purchase a suitable replacement for
the old paver. The council provided funding in the 2011 budget to purchase 3
pieces of paving equipment to enhance the street divisions ability to maintain public
roadways. Southlake residents have indicated that maintenance of local streets is
an area of importance through the most recent citizen surveys.
The purchase of the paving equipment links to the city’s strategy map relative to the
focus areas of Mobility, Infrastructure, and Performance Management and Service
Delivery. The specific corporate objectives that are met by the purchase of this
equipment include: Provide travel convenience within City and region, Investing to
provide and maintain high quality public assets, and Providing High Quality
Customer Service.

Among the financial considerations associated with this purchase include the fact
that the cost to perform a 2-inch asphalt overlay in approximately $8.64 per square
yard in-house versus $12.00 per square yard by an outside contractor. All three
pieces of equipment are available through the Buy Board purchasing program.
Funding is available in the FY 2011 budget through the Strategic Initiative Fund.
