Price, P.E., Director of Public Works Subject: Approve Amendment No. 3 to the existing Professional Services Agreement for design services on the FM1709 sidewalks with Jacobs Engineering Group, Inc. in the amount of $49,130.00 Action Requested: Approve Amendment No. 3 to the existing Professional Services Agreement for design services on the FM1709 sidewalks with Jacobs Engineering Group, Inc. in the amount of $49,130.00 Background Information: The City contracted with Jacobs Engineering Group in February, 2009 to design 3.3 miles of sidewalks along Southlake Blvd. (FM1709) from Pearson Lane to Commerce Street to fill the gaps along the corridor. The original contract, in the amount of $138,750 included surveying, construction plans, grading, a storm water pollution prevention plan (SWPPP), traffic control plans, structural engineering of culverts, and any appropriate construction details as needed. Construction plans were in progress when the City asked Jacobs to repackage the project to separate the sidewalks into multiple plan sets for phased bidding in order to prioritize the sidewalk segments along the corridor. Amendment No. 1, which was approved administratively in November, 2009 for $30,080 included a complete set of plans for the 2009 Priority Sidewalks, bid documents and specifications, an updated SWPPP, and an engineer's cost estimate for construction. In May, 2010, additional revisions were required to the sidewalk plans which required administrative approval of Amendment No. 2 for $7,200. Jacobs completed the changes, submitted the plans to TxDOT for permit, and TDLR for review. TxDOT approved the plans for permit in Summer 2010. Shortly after approval by TxDOT for construction of the Souyhlake Blvd. (FM1709) sidewalks, the Texas Transportation Commission approved funding for the State Transportation Enhancement Program (STEP). The Southlake FM1709 Sidewalk project was included in the projects chosen for the federal funding. The City will match (80/20) the federal portion of $1.733M with $347K for construction of the FM1709 sidewalks for a total construction cost of $2.1M in sidewalks along the FM1709 corridor. The matching grant was for construction only. Therefore, the engineering cost will be the responsibility of the City. Amendment No. 3 with Jacobs Engineering Group is for $49,130 to repackage the construction plans to include all sidewalks along the Southlake Blvd (FM1709) corridor, with the exception of the sidewalks being constructed with the deceleration lanes. The sidewalk plans will be reformatted to TxDOT standards for construction which will include quantities, structural details, as needed, and an updated construction cost estimate. The amendment also includes review meetings with TxDOT, and any revisions to the plans based on reviews by the TxDOT area, district, and Austin offices. Amendment No. 3 brings the total for amendments up to $86,410 which is above the City Manager's signatory authority. Financial Considerations: Amendment No. 3 for $49,130 will increase the current design contract amount of $176,030 to a total cost of $225,160. Funding for engineering design, including Amendment No. 3, is available in CIP Account No. 209499 - 598801- R0005. Construction funding will be an 80/20 match with $1.7M from the State Transportation Enhancement Project and $347K from the City. Funding for construction is available in CIP Account No. 209499 - 598804- R0005. Strategic Link: The construction of sidewalks along FM1709 links to the city's strategy map relative to the focus areas of Mobility, Infrastructure, and Performance Management and Service Delivery. The specific corporate objectives that are met by the construction of this project include: Provide travel convenience within City and region, Investing to provide and maintain high quality public assets, and Providing High Quality Customer Service. July 29, 2010 State approves funding for transportation enhancement projects AUSTIN — The Texas Transportation Commission today approved $76 million in funding for 54 transportation - related enhancement projects. The action gives the Texas Department of Transportation (TxDOT) authority to move forward with funding for the Transportation Enhancement Program. The federally- funded program supports transportation - related activities that promote the quality of the environment through aesthetic enhancements associated with transportation. The current, federal transportation bill, SAFETEA -LU, requires transportation enhancement projects be funded over the life of the bill. The program provides funding for projects that contribute to the livelihood of communities, promote the quality of our environment, and enhance the aesthetics of our roadways. "These projects will provide opportunities for enhancements that will compliment the transportation system by supporting hike & bike trails, visitor centers, and beautification and restoration efforts," said Ted Houghton, Texas Transportation Commissioner. "Local communities' transportation experience will be enhanced through this program's funding." Projects were selected on a competitive basis. TxDOT issued a program call for project nominations in October 2009. The 54 projects selected (see attachment) are the result of 200 project nominations received in response to the program call. Selection for funding does not constitute a grant. Selected projects are eligible for reimbursement for up to 80 percent of allowable costs. The entity nominating a project is responsible for the remaining cost share, including cost overruns. Eligible projects must demonstrate a relationship to the surface transportation system through either function or impact. Project nominated must incorporate one of the following 12 categories: Pedestrian and bicycle facilities; safety and education activities for pedestrians and bicyclists; acquisition of scenic easements and scenic and historic properties scenic or historic highway programs (including providing tourist and welcome center facilities); landscaping and other scenic beautification historic preservation r ehabilitation and operation of historic transportation buildings, structures, or facilities (including historic railroad facilities and canals); preservation of abandoned railway corridors (including conversion and use for pedestrian and bicycle facilities); control and removal of outdoor advertising archaeological planning and research environmental mitigation to address water pollution due to highway runoff or reduce vehicle - caused wildlife mortality while maintaining habitat connectivity and establishment of transportation museums -30- The Texas Department of Transportation TxDOT is responsible for maintaining over 80,000 miles of road and for supporting aviation, rail and public transportation across the state. COMPENSATION (Select One): ® Firm Fixed Price of $49,130.00 EXHIBIT 1 We have reviewed your request to combine all the sidewalks from our original scope of work to one bid package biddable to TxDOT Standards. During the original process we had designed the elements within our scope of work to Southlake standards. Additionally we stopped work on completing the sidewalk package and provided one construction document package with just the elements for a Phase I construction. These elements were submitted to TxDOT for a permit, and the City would construct these elements within your bidding and construction procedures. Per your request this additional services request will provide sidewalks into one package biddable per TOOT's standards and specifications. This package will be stand alone bid documents with plans, special specifications (as needed), quantity sheets, and storm water pollution prevention plans. The process will also include 3 review sets per TxDOT's standard review procedures of Areas office review, Disctrict office review, and finally Austin office review. It is anticipated that the City will review the drawings at this time as well. This proposal is based on finalizing the remaining sidewalk previously completed to a 90% level, reformatting the drawings to TxDOT standard, providing quantity sheets, cost estimates, adjusting the box culverts and plans to TOOT standard formatting, updating the SWPPP, creating special specifications as needed for items such as stone veneer, and performing the TOOT review process. 1.
