Background
Information: The Capital Improvements Program (CIP) includes funds for the
construction of sewer and paving improvements for several
neighborhoods within the City. Cheatham and Associates
completed the final design and prepared contract documents in
October of 2009. The City Council awarded the project on
November 3, 2009 to North Texas Contracting, Inc.
Approximately 9,800 linear feet of 8" and 10" sewer line will be
constructed within the Heatherwood, Royal Oaks, and Twin Creeks
neighborhoods as well as along East Dove Road between
Lonesome Dove Road and Kimball Avenue. Once completed, the
sewer line will serve approximately 70 residential and commercial
properties.
Also included in the project is the reconstruction of the streets
within these neighborhoods and East Dove Road between
Lonesome Dove and Kimball Avenue. To comply with the City's
master water plan, a 12" water line will also be constructed along
East Dove Road from Lonesome Dove and Kimball Avenue to
replace the existing substandard 8" water line.
The construction along Primrose Lane included the construction of
a sewer line, replacing the existing water line, minor drainage
improvements, and widening and reconstruction of the road. Sewer
was also installed along Pearson Lane from Johnson Road to Gray
Lane.
The City Manager approved Change Order No. 1 in the amount of
$6,740.00 on January 14, 2010. This change order consisted of
the relocation of a 12 -inch water line along Carroll at Primrose due
to conflicts with the storm sewer.
On February 22, 2010, the City Manager approved Change Order
No. 2 in the amount of $18,641.00. This work included the
relocation of a 12 -inch water line on Pearson partially located under
pavement that was in conflict with the proposed location of the
sewer line.
Change Order No. 3 in the amount of $12,630.00 was approved on
April 6, 2010 by the City Manager. The work consisted of
approximately 285 linear feet of 4 inch under drain to be installed
along the south edge of Primrose Lane to relieve the area of
excess ground water for the purpose of stabilizing the road for
paving activites.
Change Order No. 4 in the amount of $778,949.00 consisted of
several revisions to the design of the sanitary sewer within the
Heatherwood Estates, Royal Oaks Addition, and Twin Creeks
Addition neighborhoods as well as portions of the sewer along East
Dove Road. Change Order No. 4 also included work associated
with relocating approximately 700 linear feet of 12 inch water line
from the north right -of -way into the west bound lane of East Dove
Road due to a conflict with a 4 -inch steel gas line.
On June 3, 2010, the City Manager approved Change Order No. 5
in the amount of $2,454.00. This work included the removal and
replacement of a storm sewer culvert as well as a 24" x 18" reducer
to connect the pipe to a 24 -inch storm drain pipe.
Staff is proposing in Change Order No. 6 that the construction
sequence for the portion of Dove Road between Sunshine Lane
and N. Kimball Ave. be amended for the paving contractor to place
a 2 -inch Type "B" Asphalt binder course on the roadway
immediately after the remixing and compaction of the subgrade.
The purpose of this change is to insure the travelling public's safety
and maintenance of traffic throughout the construction period. The
placement of this 2 -inch asphalt mat will provide both a substantial
driving surface as well as a working surface on which the concrete
ribbon curb can be constructed. This method will require the
contractor to mix and compact to a greater depth as well as require
the contractor to haul off additional subgrade material in order to
match the grade of the existing roadway.
Financial
Considerations: On November 3, 2009, the City Council approved a bid amount of
$3,748,737.54. The previously approved change orders increased
the total contract amount to $4,568,151.54. Staff recommends that
City Council approve Change Order No. 6 in the amount of
$75,327.00 resulting in a total project cost of $4,643,478.54.
Staff recommends funding Change Order No. 6 from the
unencumbered PMA funds. Unallocated funds are available in the
following existing CIP account for this Change Order. Upon
approval by City Council of this Change Order, these unallocated
funds will be allocated towards this project and moved to account
number 209499 - 598804- R0038.
