Price, P.E., Director of Public Works Subject: Approve Change Order No. 2 with Quality Excavation, Ltd. for the Quail Creek Neighborhood Sewer in the amount of $60,977.50. Action Requested: Approve Change Order No. 2 with Quality Excavation, Ltd. for the Quail Creek Neighborhood Sewer in the amount of $60,977.50. Background Information: In October 2009, Quality Excavation, Ltd began construction of the Quail Creek Neighborhood Sewer improvements. Asphalt overlay of the neighborhood streets was also included in the construction contract. Change Order No. 1 was approved in March 2010 by the City Manager's office. This change order included work within the existing drainage easement to regrade the swale between 2600 and 2601 Quail Run Court and install ConLock pavers for grade control and was in the amount of $29,287.20. Also included in this change order was the installation of a storm sewer pipe and construction of a grate inlet structure. Change Order No. 2 includes scope changes to resolve resident concerns, additional work required because of unexpected or hidden conditions, and reconciliation of contract quantities. Examples of the scope changes include the replacement of an exposed aggregate sidewalk and driveway repairs at one residence and installation of additional block sod at several locations throughout the project. Additional drainage pipe and ditch grading was included to provide a mowable slope for another residence. Several base failure locations under the existing pavement not associated with installation of the sewer line were also identified requiring repair prior to the asphalt overlay. The existing water line was found to be in conflict with the sewer line in three locations and had to be lowered. Change Order No. 2 also includes the reconciliation of the contract quantities. An example of the reconciliation is that pressure sewer pipe had to be installed instead of standard sewer pipe in several locations because of proximity to the water line to conform to TCEQ regulations. This reduced the quantity of standard SDR -35 pipe, but increased the quantity of C900 DR -18 pressure pipe. The sewer line and paving activities have been completed. The residents will be notified by letter that the sewer is available for connection beginning September 7, 2010. Financial Considerations: The original contract amount awarded to Quality Excavation Ltd was $630,891.15. Change Order No. 1 was for $29,287.20 to bring the revised contract amount to $660,178.15. Change Order No. 2 in the amount of $60,977.50 brings the total project contract amount to $721,155.85. The contract price is within the original project budget of $982,264.00 Strategic Link: The construction of the sanitary sewer line and associated paving activities link to the city's strategy map relative to the focus areas of Infrastructure and Performance Management and Service Delivery.
