WS Item 3September 11, 2003 Policy for Speed Limit Reduction for Local Streets from 30 MPH to 25 MPH The City of Southlake’s policy for speed limit reduction for local streets from 30 mph to 25 mph is designed to provide relief to neighborhoods from the impact of speeding and through traffic. I.Purpose Speeding and unsafe driving practices on residential streets have become an increasing concern to the City of Southlake residents. Excessive speeds jeopardize both the safety and livability in the neighborhoods. This policy focuses on speed limit reductions in residential neighborhoods from 30 MPH to 25 MPH. This policy is designed to provide reasonable opportunities for reducing the speed limit on local streets from 30 MPH to 25 MPH based upon the degree of support from the residents in the proposed subdivision or neighborhood. II. Eligibility Requirements for Consideration to Reduce the Speed Limit All requests to reduce the speed limit from 30 mph to 25 mph will be considered on a case-by-case basis and subject to the City Council’s historical guidelines as follows: A. Requests should be submitted through the homeowners association (HOA). The request should contain a petition from a minimum of 75% of the homeowners residing within the subdivision. B. The HOA should agree to pay the cost of an engineering study and traffic investigation. The average cost of the study is $2,000 to $3,000. Payment for the study is to be submitted to the Public Works Department prior to the request being placed on the City Council agenda. C. If the request is approved, the HOA will pay the cost of materials for the signs. There will be no cost for labor as the city staff will install the signs. The location of the new signs will be reviewed and agreed upon by the HOA and the City. III. The request must be submitted by the HOA in writing, and include a petition with at least 75% of the homeowners in the subdivision (one signature per residence). B. The City will verify the homeowner names for the subdivision using Tarrant Appraisal District Roll Books. C. If the names on the petition are less than the required 75%, the applicant will be notified that no action will be taken. D. If the names on the petition are equal to or exceed 75% of the homeowners within the subdivision, the application will be placed on the next available City Council agenda. IV. Petition Process A standardized petition form will be prepared by the applicant to identify all the property owners within the subdivision.
