23 Chair Calvert called the meeting to order at 6:02 p.m.

27 Agenda Item No. 2A - Administrative Comments — Oath of Office:

29 Mr. McGeath administered the Oath of Office to Ms. Knox. Ms. Walker took the Oath at
30 an earlier date.

32 Agenda Item No. 2B - Administrative Comments — Update from APEX .

34 Ms. Messing brought some fliers to show the Arts Council. There are two major
35 programs in the upcoming weeks. The first is a choral program with six high school
36 choirs. The other program is the Southlake — Fort Worth Symphony string players
37 playing at Watermere.

39 The September event with Radio City Music Hall was exceptional and the fourth annual
40 meeting is next week.

1 Agenda Item No. 2D - Administrative Comments — Update on Roundabout Art Project.

3 Mr. Blagg and the artists will meet with the City Council tomorrow afternoon to have a
4 conversation about the kind of art wanted in the roundabouts. The City Council will also
5 have an opportunity to see more of their work. The artists will be asked to have a
6 concept piece available for the December 14, 2010 Arts Council meeting.

8 The trees in the roundabouts are place holders until the art is ready. They will be
9 relocated once the art is available. The City Council has agreed to pay the trip
10 expenses for the artists. Each artist will be offered up to $1500 for the concept piece.

12 The Library bought 2 extra copies of The Artist's Guide to Public Art so the Arts Council
13 can have a reference.

15 Agenda Item No. 2E - Administrative Comments — Update on Art Master Plan.

17 An RFQ was answered by one vendor. The scope of services will be addressed next
18 week after the budget is finalized. It is hoped that the budget will be in place to show
19 the Arts Council at the December meeting. Once the Arts Council approves the budget,
20 it will be sent to the City Council for approval in January, 2011.

22 Mr. McGeath commented on the author's night event last week sponsored by the
23 Library. He described the cultural passes that were procured by the Library for check
24 out.

26 There were only three responses to the survey.

30 Agenda Item No. 3A - Approval of the minutes from the August 24, 2010 Southlake Arts
31 Council meeting.

33 A motion was made and seconded to approve the minutes. They were unanimously
34 approved.

11 Mr. McGeath distributed drafts of three documents entitled:

13 Art exhibit agreement by and between the City of Southlake, Texas and (name of artist)

15 Display of Public Art policy

17 Southlake Arts Council — Public Art display and /or performance Facility and Property
18 Use permit

20 They will be reviewed by the Arts Council and comments brought to the December
21 meeting. The form(s) will be completed by the artist, reviewed by the Arts Council and
22 sent to the City Council for approval. Smaller projects and city departments will only
23 need to get the approval of the Arts Council.

25 There was some discussion about and suggestions for the documents.
