Subject: Approve the SPDC Matching Funds request from
Southlake Senior Funding, Inc. for the purchase of a
handicap accessible bus in the amount of $65,000
Action
Requested:
City Council approval of the SPDC Matching Funds request
from Southlake Senior Funding, Inc. (SSFI) in the amount of
$65,000 for the purchase of a handicap accessible bus.
Background
Information:
Southlake Senior Funding, Inc. (SSFI) is a non-profit
organization dedicated to improving the quality of life,
independence, dignity and mental and physical health of the
senior community in Southlake and surrounding areas. One
of SSFI’s initiatives is to assist with the purchase of a
handicap accessible bus to be used for Southlake Senior
Center programs, activities and trips.
The bus would also be used for Parks and Recreation
programs, activities and trips. In particular, the handicap
accessible bus would be ideal for the Department’s
Therapeutic Recreation program, which provides recreation
and leisure opportunities to persons with physical and
mental disabilities.
Currently the City spends approximately $9,000 per year to
contract transportation service providers for these programs.
The proposed bus has been specifically designed to
accommodate individuals with special needs. The bus is 26
feet long, has a 191 inch wheelbase and will seat up to 23
passengers. It allows freedom of movement to all wheel
chair positions, has an industry leading 34 inch wide ramp
and provides automatic tensioning wheel chair securement.
SSFI is seeking SPDC matching funds in the amount of
$65,000 to match potential grant funding from the Amon
Carter Foundation for the purchase of the bus. If the grant is
not received, the $65,000 match will not be allocated.

Financial
Considerations:
At the end of FY 2010, an unencumbered balance of
$263,249.70 remained in the SPDC Matching Funds
account. During the FY 2011 budget process, an additional
$250,000 in SPDC Matching Funds was approved, resulting
in an available balance of $513,249.70.
A Matching Funds request from Keep Southlake Beautiful in
the amount of $2,350 and a Matching Funds request from
Southlake DPS Citizens Association in the amount of
$218,273 will also be presented to SPDC and City Council at
the October 5 regular meetings. If both requests are
approved, an unencumbered balance of approximately
$292,626.70 would be available in the FY 2011 Matching
Funds budget.
If the current request for $65,000 from SSFI is granted, an
unencumbered balance of approximately $227,626.70 would
remain.
