Subject: Approve an Enhancement Package for the Public Areas
located in Southlake Town Square
Action
Requested: Approve an Enhancement Package for the Public Areas located in
Southlake Town Square.
Background
Information: The Town Square Development was constructed in 1999 by
Cooper and Stebbins, Inc.
In the competitive world of retail developments, it is important that a
development such as Southlake Town Square remain vibrant and
fresh in order to compete for shoppers' discretionary dollars.
Realizing this, the City Council has instructed staff to develop a
Town Square Public Space Enhancement Plan. Community
Services staff along with Public Works staff have developed a plan
to make various improvements to the Town Square public areas.
The combined efforts of Community Services and Public Works will
focus primarily on enhancing the beauty of the Southlake Town
Square by focusing on:
• Tree well improvements
• Increasing seasonal color
• Improving landscape beds
• Providing tree replacements
• Summit Park improvements
• McPherson Park improvements
• New asphalt streets (see limits)
• Repaint handicapped ramps
• New street and parking area markings
• Town Hall drainage and sidewalk improvements
The majority of the above referenced work is scheduled to begin in
early October and will be completed by November 12 in time for
the development to be readied for the holiday retail season. While
a small portion of the Town Hall sidewalk and drainage
improvements will take place during the initial time frame outlined
above, the majority of the sidewalk and drainage improvements will
take place after the holiday season. Landscape improvements will
take place during normal work hours and will be performed by a
combination of city staff and outside contractors.
The improvements to the streets and handicapped ramps will be
limited to an area bounded by Southlake Blvd, Civic Place, Grand
Avenue and State Streets, inclusive. In order to minimize the
impact to the retail businesses in Southlake Town Square, the
street improvement work will need to be conducted after retail
business hours and before opening the next morning. Therefore,
the Public Works staff will need to work throughout the evening
hours (i.e, 8:00 p.m. — 6 a.m.). Staff has met with representatives
of Inland Western and Cooper and Stebbins to communicate the
plans for the work. Inland - Western will be responsible for
communicating with the businesses within Town Square.
While this project will improve many of the public spaces within the
Town Square development, there will undoubtedly be areas that
will remain needing attention. Staff will be looking at future public
space enhancement projects to further improve the beauty and
appeal of the Southlake Town Square.
While the City of Southlake is investing to maintain the public
portion of the development, the operator, Inland - Western is also
making improvements to many of the private areas of the
development. A representative of Inland - Western will be available
to provide details of the private improvements to Town Square.
Financial
Considerations: The improvements proposed under the Town Square Public Space
Enhancement Plan were budgeted for in the FY 2011 budget as
part of the Strategic Initiative Fund (Community Enhancement
Funding category). In addition to the $200,000 of Strategic
Initiative funding that was budgeted for this project, $75,000 of the
Public Works Street Materials budget is also being allocated for the
planned public street improvements in this plan.
Strategic Link: The proposed Public Space Enhancement package links the city's
strategy map relative to the focus areas of Infrastructure, Quality
Development, Partnerships and Volunteerism and Performance
Management and Service Delivery. The specific corporate
objectives that are met by the public space improvements to Town
Square are: Providing attractive and unique spaces for enjoyment
of personal interests, attracting top -tier businesses to drive a
dynamic and sustainable economic environment, promoting
opportunities for partnerships and volunteer involvement,
collaborating with select partners to implement service solutions,
enhancing resident quality of life and business sustainability
through tourism and investing to provide and maintain high quality
public assets.
