Item 9C9C - 1 M E M O R A N D U M September 15, 2010 To: Shana Yelverton, City Manager From: Chris Tribble, Director of Community Services Subject: Approve the Naming of the City Park Currently Referred to as North Park Action Requested: City Council approval of a name for the City park currently referred to as North Park. Background Information: The park development currently in design, and currently referred to as North Park needs to be named officially. The new park will include three lighted multi-purpose fields for lacrosse and flag football, concession, restroom, pavilion, parking, playground, connecting trails, retention pond, landscaping, and additional park amenities. The Naming and Renaming of Park and Recreation Facilities Procedures adopted by City Council December 15, 2009, established the following parameters for naming of City park facilities: A park and recreation facility may be named for outstanding and/or predominate physical characteristics or ecological features of the land such as: Streams, lakes and creeks Landmark significance Historical significance Street name identity The subdivision in which the park property is located Based on the activity, event or function of the park A park facility may be named for any group or individual who has made exceptional contributions to the City. A park facility may be named in honor of a deceased local, state, national figure(s). 9C - 2 Shana Yelverton, City Manager Meeting Date – September 21, 2010 Page 2 of 4 There shall be a waiting period of one or more years prior to the naming of a park in honor of a deceased local, state or national figure(s). The renaming of a park facility, which has been previously named after an individual, is prohibited unless compelling circumstances arise whereby consideration to a change is appropriate. No park shall be given the same name as an existing school site, or public facility, except where the sites abut one another. Components or areas within a park or recreation facility may be given a name which is different than the park or recreation facility. Such components or areas may include, but are not limited to, gardens, playgrounds, athletic fields, structures and meeting rooms. The Community Services Department solicited suggestions for names from the public mid-July - August 27 utilizing the City’s Latest News webpage and City Cable Channel; weekly Media Tips news releases; an announcement during the Mayor’s Report at a City Council meeting; mass publication to all City boards and commissions, community service organizations, athletic associations; and flyers mailed to the residents adjacent to the park. A copy of each of the submittals received by staff is attached to this memo for your review. Ten responses were received from the public offering nineteen (19) names for the park. The following suggestions were received: 1. White Dove Park 2. The Rainbow Park 3. North Park 4. Dove Corners 5. Southlake Commons 6. Champions Fields 7. Victory Gardens 8. Victory Corners 9. Murphy and Edward Bryant Wheeler Park (two officers killed by Bonnie & Clyde) 14. Rich Coccaro Lacrosse Field and Sports Complex 15. North Park – Stebbins Sports Complex 16. Brian Park 17. Brian Ross Park 18. WC McPherson Park 19. Longhorn Park The Parks and Recreation Board considered this item at their September 13, 2010 meeting. During their deliberation, the list was initially narrowed down to two names (North Park and Longhorn Park). Subsequently, Parks and Recreation Board member Randy Williamson suggested combining a couple of the suggested names and recommended North Park Sports Complex. The Board then decided to eliminate North Park, and a motion was made to recommend North Park Sports Complex. The motion carried 5-3 with members John Slocum, Sherry Berman and Julie Landesberg preferring Longhorn Park. Financial Consideration: No financial impact involved with naming park at this time. Future signs would be funded as part of the park development budget. Parks and Recreation Board reviewed and recommended approval (5-3) to name the park “North Park Sports Complex” at their September 13, 2010 meeting.
