PROJECT:
REQUEST: On behalf of Tania Jones, Adams Engineering is requesting approval of a plat showing
for two (2) residential lots on 2.511 acres located on Our Lane.
It should be noted that this tract of land does not currently front on a public street
maintained by the City of Southlake. Our Lane is considered a private street and was
created prior to annexation into the City. Any new construction, platting or subdivision
of this property will require that the lot(s) front a street in accordance with the City’s
Subdivision Ordinance No. 483, as amended. A variance to this requirement subject
to meeting the minimum emergency access and fire protection standards is requested.

BACKGROUND INFORMATION

LEGAL DESCRIPTION: Tracts 2C, 2C05, & 2C06, W.H. Martin Survey, Abstract No. 1068
LAND USE CATEGORY: Low Density Residential
CURRENT ZONING: SF-1A Single Family Residential District
HISTORY: August 1, 2006; City Council approved the “SF-1A” Single Family Residential
District zoning on these three tracts (ZA06-049).
Villa Constante,
August 1, 2006; City Council approved a Preliminary Plat for a
one (1) lot plat of 2.511 acres. A variance to street frontage was approved with
this preliminary plat (ZA06-050).
WATER & SEWER: Water Option A: The applicant would extend an 8-inch waterline 415 feet from
an existing 8-inch waterline to the north. The fire hydrant would be
inaccessible to emergency services.
Water Option B: The applicant would extend an 8-inch waterline 345 feet from
an existing 12-inch waterline along Randol Mill Avenue to serve these lots.
The fire hydrant would be accessible to emergency services.
Sewer: These lots will be served by on-site sanitary sewer systems, subject to
Tarrant County Health Department approval.
TREE PRESERVATION: The tree conservation plan/analysis shows approximately 16% of the site to be
covered by tree canopy. The applicant has represented that approximately
70% of existing tree cover will be preserved. This meets the tree canopy cover
preservation requirement.
The area shown in green on the tree conservation plan is area of tree
preservation. The area shown in yellow on the Tree Conservation Plan is area
intended
of tree preservation, but is subject to home plans for final
determination.
A site specific tree survey and Tree Preservation Plan will be required prior to
any building permit approval.
P&Z ACTION: This Plat Showing was originally scheduled for the March 8, 2008 Planning &
Zoning Commission that was cancelled due to inclement weather. The
subsequent Planning & Zoning meeting of March 20 was also cancelled. By
default, a plat is approved if no action is taken it by the approving authority
within 30 days. Because this plat requires approval from two approving
authorities, Planning and Zoning Commission and City Council, a 30 day
approval window applies for both bodies. The default approval by the Planning
and Zoning Commission occurred on March 19, 2008. The City Council must
take their action on the plat before April 17, 2008.

OFFER THE FOLLOWING STIPULATIONS. THESE STIPULATIONS ARE HEREBY MADE CONDITIONS OF PLAT

1. The following changes are needed with regard to Owners Dedication and Legal Description:
a. Point of Beginning must be tied to a survey or subdivision corner.
b. Prior to submitting final mylars for recording, all missing property corners must be set &
monumented and so noted in the legal description and on the graphic.
c. Third call from beginning: Correct inconsistency between legal description and plat graphic;
legal shows ½” rebar found, graphic shows 5/8” rebar found.
d. Correct “Jones Subdivision” to read “Lots 5 & 6, W. Martin No. 1068 Addition”
2. The following changes are needed with regard to adjacent properties within 200' to including
properties across any adjacent R.O.W.:
a. Show and label 5’ U.E. running north-south along the western property line of Lot 4, Block 1,

If a variance to street frontage is approved, provide an access easement to Lot 5 and pavement

easement should be designated as a common and emergency access easement as well as drainage
and utility easement. In lieu of a cul-de-sac type turn-around, applicant may consider a 3-point
turnaround. Drive must be a minimum 10’ wide and must support 65,000 lbs. Contact Fire Marshal

requirements.
4. The following changes are needed with regard to easements:
a. Provide easements for water, sewer and/or drainage and access in compliance with approved
construction plans.

b. Staff recommends that utility easements only be provided where needed to provide
adequate services to this and adjoining lots that will also maximize tree preservation.
* Regarding water service to these lots, “Option B” with water connection to Randol Mill will be
more effective, as a fire hydrant is required to be accessible by an emergency access drive.
“Option A” does not provide access to the proposed fire hydrant.
5. All subdivision plats and lots must comply with the underlying zoning district regulations.
6. Provide a septic plan report from a registered sanitarian and analysis from Tarrant County Health
Department indicating that the system will work. A permit from the Tarrant County Department of
Health is required for septic systems prior to issuance of a City of Southlake building permit. Any
existing on-site septic systems should be properly disposed of before issuance of building permit.
* Prior to filing the plat, a “Certificate of Taxes Paid” indicating that there are no delinquent taxes owed
on the subject property from each taxing authority must be provided to the City prior to filing this plat in
the County records. A copy of this information may be obtained from the Tarrant county Tax
Assessor/Collector’s Office located at 100 E. Weatherford St. in Ft. Worth (across from the old red
courthouse). There is a service charge of $10 per account for this certificate. For more information

* Original signatures and seals will be required three mylars prior to filing the plat. Also
required are two sets of owner's dedications and notaries (8.5" x 11" or 14" paper) with original
signatures and seals on each. Mylars will not be accepted if any erasures or original ink, other than
signatures or seals, appear on the plat.
* A Developers Agreement is required prior to construction of any public infrastructure. The Developer's
Agreement for this addition should consider streets, drainage, park dedication requirements and fees,
off-site sewer extensions, off-site drainage and utility easements and impact fees.
ENGINEERING COMMENTS

GENERAL COMMENTS:
* Use the City of Southlake GPS monuments whenever possible.
* Provide all necessary easements for water, sanitary sewer and drainage. Easements shall be 15’
minimum and located on one lot – not centered on the property line. A 20’ easement is required if
both storm sewer and sanitary sewer will be located within the easement.
* Water and sewer lines cannot cross property lines without being in a public easement or in the ROW.
All waterlines in easements or ROW must be constructed to City standards.
WATER COMMENTS:
1. The minimum size for public water lines is 8”.
2. There is an existing 2” water line that currently serves the surrounding properties along Our Lane. In
order to serve these two lots, an 8” water line may need to be extended from the existing 12 inch
water line on Randol Mill to the west property line of Lot 2 or from the existing 8 inch water line from
Saddle Creek Estates.
3. Private sewer lines cannot cross lot lines.
4. A minimum 15’ easement is required for public waterlines.
5. A fire hydrant or 2” inch blow off valve will be required at the end of the water line.
6. For single family residences, hydrants shall be spaced a maximum of 400 linear feet apart for
unsprinklered and 600 linear feet for sprinklered residences. According to the plat, option A for the
proposed water line and fire hydrant provides no access for fire emergency vehicles. The water line

should be extended to the south property line of Lot 2. Verify the proposed fire hydrant for option B on
the southeast corner of Lot 2 will serve Lot 1.
7. Please contact the fire marshal, David Barnes, at 817-748-8233 for proper placement of the fire
hydrants.
* There is an 8” diameter waterline located approximately 415 linear feet to the north on Saddlecreek
and a 12” water line approximately 345 linear feet the south on Randol Mill to serve these properties.
* The water meters must be located in an easement or right-of-way.
SANITARY SEWER COMMENTS:
* There is no sanitary sewer line to serve these properties. A minimum of 1 acre is required for an
onsite sewer facility (septic).
DRAINAGE COMMENTS:
* The drainage from proposed lot 1 is generally to the northwest and from lot 2 generally to the
northeast.
* The discharge of post development runoff must have no adverse impact on downstream properties
and meet the provisions of Ordinance # 605.
INFORMATIONAL COMMENTS:
* Submit civil construction plans (22” X 34” full size sheets) and a completed Construction Plan
Checklist directly to the Public Works Administration Department for review. The plans shall
conform to the most recent construction plan checklist, standard details and general notes
which are located on the City’s website.
* A ROW permit shall be obtained from the Public Works Operations Department (817) 748-8082
to connect to the City’s sewer, water or storm sewer system.
* A Developer’s Agreement may be required for this development and may need to be approved
by the City Council prior to any construction of public infrastructure. Construction plans for
these improvements must be acceptable to Public Works prior to placing the Developer’s
Agreement on the City Council agenda for consideration.
* Any hazardous waste being discharged must be pretreated Ordinance No. 836.
* This review is preliminary. Additional requirements may be necessary with the review of
construction plans.
