REQUEST: Loyalty Holdings is requesting approval of a Preliminary Plat for 2 lots on 5.745 acres
at the southwest corner of E. Southlake Boulevard and S. Nolen Drive. The purpose of
this Preliminary Plat is to preliminarily subdivide the property so that a zoning change
and site plan may be considered for the northern portion (1.648 acres).

1. The following changes are needed regarding Right-of-Way dedication:

that all such structures are to be removed.
5. Provide common access easements extending from the existing easements in Georgetown Park to S.
Nolen Drive.
6. Although the subdivision ordinance requires easements along the outer perimeter of the subdivision,
staff recommends providing easement only where needed for adequate extension of utilities and in
compliance with the approved drainage and utility construction plans
7. Provide a 30’ building line along S. Nolen Drive.
8. All lots must comply with the underlying zoning district regulations. As currently proposed, each lot is
subject to receiving approval of an appropriate change of zoning. No final plat or building permit may
be approved for a lot until approval of an appropriate zoning change.
9. Revise the Common Access Easement from Nolen Drive on Lot 2 to Lot 1. This easement must
reflect actual site plan conditions.
* It appears this property lies within the 75 'LDN D/FW Regional Airport Overlay Zone, requiring
construction standards in compliance with the Airport Compatible Land Use Zoning Ordinance No.

479. Additionally, the Avigation Easement and Release shown in Appendix 3 of the Subdivision
Ordinance No. 483 should be executed on subsequent Plats to be filed in the County Plat Records.
* A Developers Agreement is required prior to construction of any public infrastructure. The Developer's
Agreement for this addition should consider streets, drainage, park dedication requirements and fees,
off-site sewer extensions, off-site drainage and utility easements and impact fees.

CIVIL ENGINEERING COMMENTS
GENERAL COMMENTS:
1. Provide all necessary easements for water, sanitary and storm sewers. Drainage easements shall be
15’ minimum and located on one lot – not centered on the property line. Proposed easements must
be dedicated by plat. Detention area shall be labeled as drainage easement.
* Use the City of Southlake GPS monuments whenever possible.
WATER AND SANITARY SEWER COMMENTS:
* There is an existing 12” water line on the south side of FM 1709 and an existing 12” water line on the
east side of Nolen to serve this development.
* The nearest sanitary sewer is an 8” sewer line that is located on the east side of Nolen and will need
to be extended to serve this development.
DRAINAGE COMMENTS:
1. Verify that the size, shape, and/or location of the detention facility, as depicted on the concept plan,
will be adequate to meet the detention requirements. Any changes to the size, shape, and/or location
of the proposed pond(s) may require a revision to the concept plan and may need to be approved by
the Planning and Zoning Commission and the City Council.
* The drainage from this development is generally to the east to the proposed storm sewer and
underground detention facility which outfalls into the existing storm sewer system in S. Nolen Drive.
* The discharge of post development runoff must have no adverse impact on downstream properties
and meet the provisions of Ordinance # 605.
INFORMATIONAL COMMENTS:
* Submit Civil construction plans to Public Works Administration. Ensure that plans conform to
the most recent construction plan checklist, standard details and general notes which are
located on the City’s website under Public Works~Engineering Design Standards.

* A Developer’s Agreement may be required for this development and must be approved by the
City Council prior to any construction of public infrastructure. Construction plans for these
improvements must be approved by Public Works prior to placing the Developer’s Agreement
on the City Council agenda for consideration.
* Any hazardous waste being discharged must be pretreated Ordinance No. 836.
* This review is preliminary. Additional requirements may be necessary with the review of
construction plans.
