Item 4A JOINT MEETING OF THE SOUTHLAKE CITY COUNCIL AND PLANNING AND ZONING COMMISSION rd TOWN HALL, 3FLOOR TRAINING ROOMS DECEMBER 12, 2007 MINUTES CITY COUNCIL PRESENT: Mayor Pro Tem Carolyn Morris, Deputy Mayor Pro Tem Virginia M. Muzyka, Laura K. Hill and John Terrell. CITY COUNCIL ABSENT: Mayor Andy Wambsganss, Gregory Jones, and Vernon Stansell. PLANNING AND ZONING COMMISSION PRESENT: Chairman Al Morin, Darrell Faglie, C.D. Peebles, and Jeff Wang. PLANNING AND ZONING COMMISSION ABSENT: Vice-Chairman Brandon Bledsoe, Robert Hudson and Mike Springer. STAFF PRESENT: City Manager Shana Yelverton, Director of Planning and Development Services Ken Baker, Director of Public Works Bob Price, Civil Engineer Cheryl Taylor, Deputy Director of Community Services Chris Tribble, Deputy Director of Planning and Development Services Dennis Killough, Planner Jenny Crosby, Planner Clayton Comstock, and City Secretary Lori Payne. Discussion of the Southlake Urban Design Study: Mayor Pro Tem Morris called the meeting to order at 6:08 p.m. and turned the discussion over to Director Baker. Director Baker made opening comments and reviewed the plan’s priorities and specific qualities of each: median plan, roundabout concepts, trolley stops, funnel project improvements, development standards for F.M. 1709 and F.M. 1938, development standards for State Highway 114, State Highway 114 landscaping, intersection treatments in Town Center, Northwest Highway bridge improvements, tower identity features at Town Square and State Highway 114, Southlake Boulevard and State Highway 114, and on the west boundary of Southlake, public art improvements, wayfinding signage, intersection treatments at commercial corridors at various intersections, intersection treatments for residential estate areas, tower identity features, low monument features at F.M. 1938, Brumlow Avenue, embankment improvements, estate residential trail amenities, and commercial corridor trail amenities. Director Baker concluded his initial presentation and took questions from the group about project prioritizations. The group discussed the burying of utilities along main corridors. Director Baker then turned the discussion over to Director Price. Director Price introduced Civil Engineer Cheryl Taylor who presented information on three proposed roundabouts: Dove and Carroll Avenue, Dove at North White Chapel Boulevard, and West Continental at South White Chapel Boulevard. Civil Engineer Taylor presented estimated costs of burying of utilities at all roundabouts. The discussion on roundabouts concluded. Director Baker answered final questions and discussed the next steps for the plan approval. No action was taken at tonight’s joint meeting.
