Blagg, Assistant City Manager Subject: Adopt Ordinance No.951, Amending Chapter 2, “Administration” of the Southlake City Code (1996), as Amended, to Establish the Department of Information Technology Action Requested: Adopt Ordinance No.951, Amending Chapter 2, “Administration” of the Southlake City Code (1996), as Amended, to Establish the Department of Information Technology Background Information: Section 4.01 of the Charter of the City of Southlake provides that, “The Council shall have the power by ordinance to establish administrative departments or office not herein provided by this Charter. The Council may discontinue, redesignate, or combine any of the departments and/or administrative offices. No changes shall be made by the Council in the organization of the administrative service of the City until the recommendation of the City Manager thereon shall have been heard by the Council”. In 2006 the City engaged a firm to perform a technology alignment study. The recommendations from the alignment study fell into four categories: missing system functionality resulting in manual or inefficient business processes; technology infrastructure that is complicated and lacks critical integration between applications packages; and, current applications that make reporting and analysis difficult or even impossible in some cases; and, current applications for land management and public operations that are based on out of date technology or no technology at all. As a result of that study the City Council has funded over $3 million in technology related software and equipment to ensure that our employees have the very best technology resources available to enhance their ability to provide services to our citizens. This investment in technology infrastructure has greatly increased the amount and complexity of the Information Technology (IT) environment of the City. Because of this new and expanded role of IT in our organization, it has become evident that the City needs to ensure that it can identify and control those resources more efficiently. In order to do that it has become necessary to separate out the budget and management of the IT function into a new and separate Department. Now more than ever this function needs to have a visible role with the executive team of this organization. Financial Considerations: Funds are currently budgeted in the Support Services budget. Citizen Input/ Board Review: N/A Legal Review: This ordinance was drafted by TOASE Alternatives: Do not create a Department of Information Technology Supporting Documents: Ordinance No. 951 Staff Recommendation: Adopt Ordinance No.951, Amending Chapter 2, “Administration” of the Southlake City Code (1996), as Amended, to Establish the Department of Information Technology ORDINANCE NO. 951 AN ORDINANCE AMENDING CHAPTER 2, "ADMINISTRATION" OF THE SOUTHLAKE CITY CODE (1996), AS AMENDED, TO ESTABLISH THE DEPARTMENT OF INFORMATION TECHNOLOGY; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; AND PROVIDING AN EFFECTIVE DATE. WHEREAS , the City of Southlake, Texas is a home rule city acting under its chapter adopted by the electorate pursuant to Article XI, Section 5 of the Texas Constitution and Chapter 9 of the Local Government Code; and WHEREAS , pursuant to Section 4.01 of the Southlake City Charter, the City Council has the power by Ordinance to establish administrative departments; and WHEREAS , the City Council desires to establish the Department of Information Technology to be headed by a Director of Information Technology. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE: SECTION 1. ADMINISTRATIVE DEPARTMENTS That Section 2-106 of Chapter 2 of the Southlake City Code is hereby amended to read as follows: "As provided by section 4.01 of the city charter, the city council hereby establishes the following administrative departments: department of general government, to be headed by the city manager; department of public safety, to be headed by the director of public safety; department of public works, to be headed by the director of public works; department of finance, to be headed by the director of finance; department of planning, to be headed by the director of planning; department of community services, to be headed by the director of community services; department of economic development, to be headed by the director of economic development; and department of information technology, to be headed by the director of information technology." SECTION 2. CUMULATIVE CLAUSE This ordinance shall be cumulative of all provisions of ordinances of the City of Southlake, Texas except where the provisions of this ordinance are in direct conflict with the provisions of such ordinance, in which event the conflicting provisions of such ordinances are hereby repealed.
