Item 9A Department of Planning & Development Services S T A F F R E P O R T August 11, 2010 CASE NO:SV10-012 PROJECT:Sign Variance for All-Star Orthopaedics & Therapy REQUEST: On behalf of East Southlake #2, Ltd., Identitec is requesting approval of a variance to the Sign Ordinance as amended for attached signs as well as an amendment to a previously approved sign variance for an existing monument sign. The applicant is requesting a total of three attached signs for All-Star Orthopaedics & Therapy, located at 910 E. Southlake Boulevard, Suite 155. The tenant has one attached building sign approved for the south elevation facing East Southlake Boulevard. The applicant is requesting two additional attached building signs on the east elevation facing the internal drive. The tenant offers two services – orthopaedic consultation and physical therapy – and has a separate entrance for each on the east side of the building. As such, the applicant is requesting a separate sign for each entrance. Under Sign Ordinance 704-D, only one sign is allowed per elevation with two signs maximum per lease space. In addition, the applicant is requesting an amendment to the previous approval of the existing monument sign. The monument sign was allowed to exceed the maximum height regulations with the stipulations that a 24” planter box be added, the number of tenants on the sign be limited to five, requiring the letters on the sign to match those on the monument sign for 900 E. Southlake Blvd in color and font, and limiting the letters to a maximum of 4 inches. The applicant is requesting to increase the letter size to 5 inches and limit the number of tenants listed on the sign to four. PROPERTY SITUATION: The property address is 910 E. Southlake Blvd. STAFF COMMENTS: The specific sign criteria, site plan and application are attached to this report. STRATEGIC LINK: Quality Development HISTORY: June 7, 2005 – A conditional sign permit (SP05-125) was approved by City Council allowing 3 signs on the south façade of the building located at 900 E. Southlake Boulevard. January 6, 2009 – A conditional sign permit (SP08-199) was approved by City Council allowing 3 signs on the south façade of the building located at 910 E. Southlake Boulevard. The stipulations were that the signs look identical in terms of color and font to the signs of the adjacent building at 900 E. Southlake Boulevard. October 6, 2009 – City Council approved SV09-018 (4-2), a variance to allow a monument sign with a 9 ft. 1 in. total height; requiring a 24” planter box with 18” extension on both sides of the sign and made of materials that compliment the sign and/or building; limiting the number of tenants on the sign to five (5); requiring the letters on the sign to match those on the monument sign for 900 E. Southlake Blvd in color, font, and maximum 4” letter size; and, requiring maintenance of the plant material in perpetuity. Landlord is now requesting that those restrictions be modified to a maximum of 5” letters and four tenant listings. Reason is that the 4” letters are proving difficult to read from all six lanes of traffic at the posted speed limit. And as more listings are added, the legibility problem will worsen. Landlord is willing to concede to fewer listings in exchange for the larger letters, and he is asking the City Council to agree and approve. Case No. Attachment E SV10-012Page 1
