Item 10B M E M O R A N D U M July 27, 2010 TO: Shana Yelverton, City Manager FROM: Robert Finn, Chief of Police Discussion of the Alternate Sites for the DPS Training Tower SUBJECT: Action Requested: Provide staff direction on how to proceed with this project. Background Information: The City has owned property for the construction of DPS North and the associated training functions since 1999. Council has requested that staff consider alternative locations for the training tower component of this facility. At the June 22, 2010 Council retreat, DPS presented several alternative sites to the City Council. From this meeting, staff was directed to further study several sites and bring a recommendation to Council for consideration. This discussion item will serve to further discuss the top six locations along with pros and cons of each site and provide a final recommendation from DPS for the location of the training tower. Financial Considerations: None at this time. Final cost is site dependant Financial Impact: Varies depending on site selection. Annual maintenance costs for the training tower are estimated at $10,500. Potential revenue is estimated between $112,500 and $120,000. Citizen Input/ Board Review: The Crime Control and Prevention District Board recommended approval of the initial site plan. Legal Review: The City Attorney has reviewed the analysis and has reiterated the need for the City to follow the Local Government Code related to the use of Crime Control and Prevention District Funds. 10B - 1 Shana Yelverton Training Tower Page 2 of 2 Alternatives: Site dependant Supporting Documents: Supporting documents include the following items:  Tower Sites Assessment and Analysis Staff Recommendation: Staff recommendation to City Council is to locate the training tower at the DPS North site with consideration given to relocate the tower closer to the firearms range on this site. 10B - 2
