Due to the tree preservation area, all plant materials from the north bufferyard will be relocated to the east property line along North White Chapel Boulevard and some of the plant materials from the west bufferyard will be relocated to the rear of the building PZ Motion March 3, 2010; Approved (5-0) granting the variance request for the seventy-five (75’) foot driveway stacking requirement; noting that the applicant will revisit the parking issue on the south side of the property and move that as much as possible to the west, to eliminate or move as far away from the south boundary as possible the staff parking; also noting the applicant will revisit the landscape plan for the west side of the property and that the east side landscaping will more closely resemble the renderings that were presented at the meeting; also noting the fence on the south side not to be stockade fencing but rather to be board on board; also noting the paving outlines to be added as the striping for the turf-create overflow parking; and noting the applicants willingness to meet and work with the neighbors prior to the City Council meeting; and subject to Site Plan Review Summary No. 3, dated February 17, 2010. Council 1st Reading Motion April 6, 2010; Approved 1st reading (7-0), noting applicant’s agreement to bring back the following items to Council at second reading: renderings showing line of sight from Stockton Drive and Orchard Hill Drive to the school property; noting the applicant’s agreement to continue to work with utility companies to get clarification on the status of the electric pole and report back to Council; noting the applicant’s agreement to provide parking numbers and information and a plan for overflow parking; a rendering of shade structure; noting applicant’s agreement to allow residents to tie into the fence; and subject to Site Plan Review Summary No. 5, dated March 31, 2010 and granting requested variance on driveway stacking depth. Council 2nd Reading Motion April 20, 2010, subject to Site Plan Review Summary No. 5, dated March 31, 2010; reserving the right as City Council that the Director of Public Safety will notify Council if there becomes a safety or any other issue with access for the surrounding area regarding the pedestrian gate and Council can direct that the gate be closed; requiring that access to the drive onto Orchard Hill will be for emergency only and will be accessed by a knox box; requiring the fence that is put up by Carroll ISD to be maintained to City standards throughout the life of the fence; requiring the trees on the south side by the pool will be moved to protect more open areas affecting residents; requiring CISD work with City staff on placement of the trees; and granting the variance regarding stacking depth.
