PROJECT: Site Plan for White's Chapel Methodist Church Buildings
EXECUTIVE
SUMMARY: White's Chapel United Methodist Church is requesting approval of a site plan to
allow four existing buildings to remain as permanent structures on approximately
24.38 acres located at 185 S. White Chapel Blvd. SPIN # 9.
REQUEST
DETAILS: The four buildings were originally approved with a Special Exception Use Permit for
portable buildings granted by the Zoning Board of Adjustment on June 24, 2004 for a
period of three years. Because the buildings were inspected by the City and met the
building code requirements for permanent structures, the applicant requested
approval of the buildings as permanent structures on a revised site plan that was
approved by City Council on April 18, 2006. However, City Council stipulated in the
motion for approval that the four buildings would be allowed as temporary buildings
until June 24, 2010. The purpose of this site plan is to approve the four buildings for
a period of six years until they are replaced by the future fellowship hall.
VARIANCE
REQUESTED: A variance to the Masonry Ord. 557 -A, as amended, requiring that all buildings constructed
in districts zoned "CS" Community Service District shall have all exterior walls
constructed using a masonry material covering at least eighty percent (80 %) of said
walls, exclusive of all windows, doors, roofs, glass construction materials, or
sidewalk and walk -way covers. The applicant is requesting a variance to allow the
existing metal siding to remain on all exterior walls of the four buildings.

BACKGROUND INFORMATION
OWNER/APPLICANT: White's Chapel United Methodist Church
PROPERTY SITUATION: 185 S. White Chapel Blvd.
LEGAL DESCRIPTION: Lot 1 R, Block 1, White Chapel Methodist Church Addition
LAND USE CATEGORY: Public /Semi - Public, Low Density Residential
CURRENT ZONING: "CS" Community Service District
HISTORY: -A final plat was approved by City Council on September 16, 1986.
-A concept plan was approved by City Council on November 21, 1995.
-A change of zoning to "CS" and concept plan were approved by City Council
June 2, 1998.
-A plat revision was approved by City Council on September 1, 1998.
-City Council approved a zoning change to "CS" and a revised site plan for the
overall property on May 16, 2000.
-City Council also approved a preliminary plat for the overall property on May
16, 2000.
-A plat vacation for the existing lot was approved by City Council on October 3,
2000.
-A final plat was approved by P &Z on December 7, 2000. This plat was not
filed.
-A special exception use was approved by the Zoning Board of Adjustment to
allow for the four portable buildings for a period of three years on June 24,
2004. The Board waived the permanent foundation and masonry requirements
for the buildings.
-A revised site plan (ZA06 -001) was approved by City Council on April 18,
2006, granting the height waiver on the steeple; granting the requested
variances on the articulation and roof material requirements; and allowing
classrooms as temporary buildings until June 24, 2010.
-A revised site plan (ZA06 -086) was approved by City Council on June 20,
2006.
PATHWAYS
MASTER PLAN: An 8' multi -use trail exists along E. Southlake Blvd. The 2025 Pathways Plan
shows a sidewalk of less than 8' proposed along S. White Chapel Blvd. Since
the buildings are existing, there will be no increase to the impact of the site,
and therefore, the impact is not roughly proportional to the addition of the
sidewalk. Construction of the sidewalk is not required with this site plan.
TREE PRESERVATION: The four buildings are existing, so no trees will be removed as part of this
request.
DRAINAGE COMMENTS: No changes are proposed to the existing drainage on the site.
PLANNING AND ZONING
COMMISSION ACTION: July, 8, 2010; Approved (4 -0) for a period of six years until June 24, 2016,
granting the requested variance to the masonry requirement, and subject to the
staff report dated July 8, 2010.

Dear Dennis:
The Board of Trustees of White's Chapel United Methodist Church requests that the City of Southlake
extend our use of the "portable" type buildings for six years and keep our masonry variance in place for the
same time period.
White's Chapel United Methodist Church (the church) is currently using these buildings for offices,
classrooms and meeting space. The church uses include Sunday School, Bible studies and offices. The
buildings are in use seven days a week and denial of this use would cause great hardship to the mission and
ministry of the church.
In addition to the church outside groups and agencies use these buildings on a regular basis. They include:
City of Southlake
Census Bureau of the United States
Southlake Focus Group — Job networking group
Carroll Independent School District
Scouts — Girl, Boy and Cub
City of Grapevine
Grapevine - Colleyville Independent School District
Dr. McKellar, our senior pastor, has asked the Administrative Board of White's Chapel to begin studying
adding a fellowship hall type facility to our campus. This facility is intended to replace the "portable" type
buildings.
