Consider a resolution (10 -044) authorizing
the Mayor to execute an Interlocal
Agreement with the Cities of Colleyville,
Keller, Roanoke, and Watauga, Texas, to
create and operate a jointly controlled
Special Weapons and Tactic Team (SWAT)

Background
• Keller has been operating a part -time Special
Weapons and Tactics Team (SWAT) since
1986.
• Primarily for high risk felony warrant service,
barricaded subjects, and training for school
and workplace shooting incidents.

■ All agencies recognize the benefits of having a
regional approach to this specialized law
enforcement service and would like to commit
personnel and equipment.
■ Each of the agencies has the option of adding
personnel and equipment of their choosing
with no financial obligation to the other cities.
■ The Regional Team will continue to be a "part -
time" team.

• Team training will occur in all of the member
cities thus allowing the team to be better
prepared for actual incidents.
• Utilizing the NTR SWAT concept offers greater
manpower and resources to resolve a wide
range of unique law enforcement incidents
throughout the five cities.

• Member cities will be more efficient and avoid
duplication of efforts in personnel, equipment,
and training costs.
• Each agency will fully fund their assigned
personnel salaries, equipment, and training.
■ The formation of this regional SWAT team
