Item 4BCITY OF SOUTHLAKE MEMORANDUM July 14, 2010 To: Shana Yelverton, City Manager From: Chris Tribble, Director of Community Services Subject: Approve contract with Manning Concrete for the construction of Dove Trail in the amount of $225,249 Action Requested: Approve contract with Manning Concrete for the construction of Dove Trail in the amount of $225,249. Background Information: Cheatham and Associates finalized the Dove Trail alignment in February 2008. R.O.W. acquisition began immediately and wrapped up this past June. Staff is moving forward with construction of the concrete trail that will run on the north side of Dove Rd. from Ridgecrest to Carroll Ave. To save construction cost, City Staff is overseeing construction management of this project. Construction began in May 2010 with the installation of the pedestrian bridge just east of Ridgecrest. Tree removal and utility relocation were completed in early July. Concrete installation is the next trade required to complete Dove Trail. City staff recommends Manning Concrete for the following reasons: ➢ Manning Concrete has worked with the City of Grapevine and City of Southlake for over eight years. ➢ Built S. Carroll Ave. sidewalk segment to Old Union. ➢ Built N. Carroll Ave. sidewalk segment to Carroll Elementary School. ➢ No bidding delays. City of Southlake has an Interlocal Agreement with the City of Grapevine, and the City of Grapevine recently has bid and it is anticipated that the Grapevine City Council will award an annual contract for concrete services to Manning Concrete on July 20, 2010. (NOTE: This is the same night as Southlake City Council's consideration of awarding this contract utilizing the Interlocal Agreement.) 4B -I Shana Yelverton, City Manager Meeting Date —July 20, 2010 Page 2 of 3 Financial Consideration: The original budget for the Dove Trail Project was $417,000. City Council authorized additional dollars for ROW acquisition in 2008. As a result of the negotiations by staff, the final ROW acquisition costs increased to $125,031, bringing the budget for this project to $426,031. To eliminate overhead costs and management fees, City staff will perform construction management functions.
