SPIN # 11. REQUEST DETAILS: The applicant is requesting to place two shade structures with metal posts and a fabric shade material over existing playground equipment southeast of the school building. The shade structures measure approximately 38’ x 25’ x 14’ and 29’ x 22’ x 12’. Variance Request The applicant is requesting a variance to Zoning Ordinance No. 480, Section 43.13(a)(2), prohibiting membrane-type roofs for structures lying within the residential adjacency overlay district. The applicant is proposing membrane-type roofs on two shade structures. Allen Survey, Abstract No. 18 LAND USE CATEGORY: Public/Semi-Public CURRENT ZONING: “CS” community Service District HISTORY: - A concept plan (ZA98-028) for an addition to the school and an additional parking area was approved by City Council on May 5, 1998. -A revised concept plan (ZA99-104) to add a shade structure over playground equipment was approved by City Council on Dec. 7, 1999. CITIZEN INPUT/ BOARD REVIEW: A SPIN meeting was heldMay 24, 2010. The meeting report is attached (Attachment D). PATHWAYS MASTER PLAN: A six-foot (6’) sidewalk exists along Johnson Rd. No sidewalk exists or is planned for Harrell Dr. An on-street bikeway is planned for Harrell Drive and Johnson Rd. TRANSPORTATION ASSESSMENT: The school is located on the south side of Johnson Rd. and the east side of Harrell Drive. Johnson Rd. is designated and constructed as a 2-lane undivided collector within approximately 70 feet of right-of-way. WATER & SEWER: Water and sewer service is existing. No new extension or modification is needed. DRAINAGE ANALYSIS: The proposed structure should not have an impact on existing storm water run- off or systems. TREE PRESERVATION: No tree removal is proposed. P&Z ACTION: -June 3, 2010; Approved 6-0, noting that the applicant will provide verification of flame resistance, granting the requested variance to roof type to allow a membrane roof and subject to the staff report dated May 28, 2010. This site is approximately 14.5 acres. Development Details On behalf of Keller Independent School District, American Parks Company is proposing to place two shade structures with metal posts and a fabric shade material over existing playground equipment southeast of the school building. The shade structures measure approximately 38’ x 25’ x 14’ and 29’ x 22’ x 12’. The shade material will be blue and the metal posts will be yellow to match the color of the playground equipment. QUESTIONS / CONCERNS  How long will it take to install the structures? It takes 4-6 weeks to manufacture them and about one week to install them. o  How long will the structures last? There is a ten year warranty on the shade material with a six year warranty on fading and o an eight year warranty on the stitching. There is a twenty year warranty on the metal posts. The structures are rated for a maximum wind of 76 mph. Hail stones will bounce off. Fabric patch kits and touch up paint are available.  How much do the shade structures lower the temperature. Not sure, but probably around twenty degrees. o  Does the fabric block UV rays? The fabric blocks out 97% of the sunlight and blocks out 94% of UV rays. o SPIN Meeting Reports are general observations of SPIN Meetings by City staff and SPIN Representatives.
