PROJECT:Variance to Masonry Ordinance, Eubanks Intermediate Portable Buildings
EXECUTIVE
SUMMARY:
Carroll Independent School District is requesting approval of a variance to Ord. 480,
Section 44.12.7.c, requiring that portable buildings have a masonry façade meeting
the requirements of the City’s masonry ordinance, for two portable buildings at
Eubanks Intermediate School on approximately 35.47 acres located at 500 S.
Kimball Ave. SPIN # 8.
REQUEST DETAILS:
There are currently two portable buildings being used as education classrooms at
Eubanks Intermediate School that were approved for a maximum of three years by
Special Exception Use Permits.One of the buildings is located at the southwest
corner of the Eubanks Intermediate School and the other is located along the south
end of the school. The building at the south end of the school is proposed to be
relocated to the west side of the south end of the school, just north of the existing
portable building at the southwest corner of the school (see exhibits). The school
district is requesting re-approval of the Special Exception Use Permits from the
Zoning Board of Adjustment on June 10, 2010 to allow the buildings to remain for
an additional three years.Zoning Ord. 480, Section 44.12.7.c, requires that portable
buildings have a masonry façade meeting the requirements of the City’s masonry
ordinance. TheMasonry Ordinance requires that all buildings constructed on
property zoned O-1, O-2, C-1, C-2, C-3, C-4, B-1, B-2 or CS under the City's
Comprehensive Zoning Ordinance shall have all exterior walls constructed using a
masonry material covering at least eighty percent (80%) of said walls, exclusive of
all windows, doors, roofs, glass construction materials, or sidewalk and walk-way
covers. The applicant is requesting a variance to allow tan metal siding extending
from the skirting around the base of the building upward to the roof line. This is
consistent with the previous approval and what exists on-site today.

-The Zoning Board of Adjustment approved a Special Exception Use Permit for
one portable building on July 12, 2007 as presented with the waiver of the
masonry and permanent foundation requirements as requested.
STAFF COMMENTS:
Masonry Ord. 557-A, Section 1(a), requires that all buildings constructed on
property zoned O-1, O-2, C-1, C-2, C-3, C-4, B-1, B-2 or CS under the City's
