Item 6D (2)Thank you Mr. Mayor, members of the City Council, the following is a proposal by Schrickel, Rollins and Associates on behalf of the City of Southlake for approval of a Zoning Change from “SF-1A” Single Family Residential Zoning District to “CS” Community Service Zoning District and Site Plan for the development of a City Park named North Park located at 160 E Dove Road under Planning Case ZA10-011. 1 The Future land use designation for this site is Low Density Residential. Under this land use designation the Southlake Comprehensive Plan describes appropriate uses within this designation to be things such as residential uses containing single-family homes, civic uses, and open spaces such as parks, greenbelts, gardens and uses similar in nature. In addition, as a part of the Southlake 2030 Plan process staff has recommended for this land use designation to change from Low Density Residential to Public Park/ Open Space to better align with the use being proposed. 2 Current Zoning for this site is SF-1A Single Family Residential Zoning District. 3 This is an aerial of the site being outlined in green. 4 This is another aerial showing the proposed park development in relation to the existing properties. The park consists of 3 multi purpose fields with bleachers and possible shade structures, a single story split level building with a concession, restrooms, storage and finally a pond for drainage towards the front of the property. 5 This is the Site Plan submitted by the applicant. 6 This is the Site Plan provided by the applicant from the Site Plan. Some key information is that the site is on almost 20 acres, the building footprint is approximately 2,317 square feet in size for a total of 2,365 square feet in area, there is 75% of open space on the site and there are 122 parking spaces being provided. 7 This is an enlarged site plan. 8 The following is the floor plan of the concession and restrooms. 9 These are the elevations of the concession and restrooms. 10 These are the sectional elevations showing some of the interior of the building. 11 This is an artists rendering of the concession building looking westerly. 12 This is an artists rendering looking northerly towards the multi-purpose fields. 13 And these are some panoramic views towards the park from Dove Road. 14 This is the fencing detail provided by the applicant showing the various type of fencing to be installed on the perimeter of the site. 15 This fence detail shows a fencing option to be used along the north boundary that may or may not include access. 16 The following is the Landscape Plan. 17 The Tree Conservation Plan showing the majority of the trees to be removed are along the northern boundary sidewalk and near the multi purpose fields. 18 There are variances associated with this request, the first is a variance to the Lighting Ordinance No. 693 Section 4, to pole lighting that is over 42-inches in height shall be high pressure sodium lighting. The applicant is requesting metal halide type lighting instead. A variance to the lighting ordinance no. 693 for illumination shall not exceed 0.2 horizontal footcandles or 0.5 vertical footcandles. The applicant has requested to exceed these footcandles, there will be an a slide in just a moment where these thresholds are exceeded for lighting variances. A variance to Lighting Ordinance No. 693 for maximum illumination level shall not exceed 20 footcandles at any point on site. The purpose for this request is to provide light for the multi-purpose fields. A variance to the lighting ordinance no. 693 for luminance shall not be greater than 0.02 adjacent to any single-family property. The applicant has requested to exceed this threshold and an exhibit will be shown in just a moment for this variance. A variance to the driveway ordinance no. 634 for driveway width shall not exceed 40 feet. The applicant is requesting a driveway width into the park of approximately 62 feet. And lastly, a variance to Zoning Ordinance No. 480 to Section 39 for screening height being required to be 8-feet in height. The applicant is requesting to have 19 a 6-foot high fence. 20 21 22 23 24 This concludes Planning staffs presentation, I would now ask if Council can hold their questions for now until Community Services has the opportunity to do a presentation of their own elaborating further on the project.
