Item 4D on the consent agent is for the approval of change order number 4 for
the neighborhood improvement project of Heatherwood Estates, Royal Oaks
Addition and Twin Creeks Addition for additional sanitary sewer improvements
with North Texas Contracting, Inc. in the amount of $778,949.00.

The construction of the sanitary sewer improvements
within these neighborhoods links to the City’s
strategy map relative to the focus areas of
Infrastructure and Performance Management and
Service Delivery. The specific corporate objectives
that are met include Providing high quality customer
service and investing to provide and maintain high
quality public assets.
This is a map indicating the location of the proposed sewer to be constructed
within the Heatherwood Estates, Royal Oaks, and Twin Creek neighborhoods.
Also indicated on the map is a portion of sanitary sewer to be constructed along
East Dove Road to serve those properties as well.
This map indicates the location of the 12 inch water line that is now installed
along East Dove Road from Lonesome Dove to Kimball Ave. Once the
proposed drainage improvements are completed, the road will be reconstructed
along this same area.
This is a map indicating the location of Primrose Lane where sewer, water,
drainage, and pavement reconstruction has recently been completed.
This map indicates the location where the sewer has recently been installed to
serve the properties along Pearson Road from Gray Lane to Johnson Road.
In 2001, Cheatham and Associates completed the preliminary design for the
neighborhood sewer project. In April of 2008, City Council awarded a
professional services agreement contract to prepare final plans and
specifications for the neighborhood sewer. The final design included the 12 inch
water line along East Dove road and pavement reconstruction along Dove road
as well as the sanitary sewer improvements along Pearson Road. In addition,
the sewer, water, drainage, and pavement improvements along Primrose Lane
were added to the professional services agreement.

The City Council awarded the construction contract on November 3, 2009 to
north Central Contracting, Inc. Construction began along Primrose Lane and
Pearson Road in December of 2009. Construction of the 12 inch water line
along Dove Road began in April and is now complete. The pavement
reconstruction will begin once the proposed drainage improvements are
completed along Dove Road.
City Council approved an amendment to the professional service agreement
with Cheatham and Associates on May 4, 2010 to move the location of the
sewer from the residents property approximately 5 feet behind the edge of
pavement to out in the street where directional boring will still be used as the
method of installation.

In January 2010, the City Manager approved change order number 1. This
change order included lowering the 12 inch water line on Primrose Lane. During
installation of the sanitary sewer, the contractor discovered that the water line
was in direct conflict with the alignment of the sewer line.
Change order number 2 was approved in February 2010 by the City Manager
and included lowering the 12 inch water line on Johnson Road. This water line
was also found to be in direct conflict with the proposed alignment of the sewer
line and required relocation. A portion of the water line was also located under
pavement. In addition, the storm drain line was slightly adjusted due to the
conflict with the water line.

Change order number 3 was approved by the City Manager in April 2010 and
involved approximately 285 of a 4 inch french drain along Primrose lane in order
to alleviate the high ground due to the recent rainfall events. This french drain
was necessary in order for the contractor to stabilize this portion of the road and
prepare for paving activities.

The proposed change order number 4 will exceed the City Manager’s Approval
Authority and therefore will require approval by the City Council. The current
design for the sanitary sewer in the Heatherwood, Royal Oaks, and Twin Creeks
Neighborhood is for the sewer to be installed by directional boring approximately
5 feet west of the pavement in the ROW maintained by residents. Heavy
landscaping, new driveways, and existing retaining wall currently exist along this
alignment. There are also many large diameter trees in this proposed
alignment.
In addition, 13 properties along East Dove Road are currently designed to flow
to the proposed sewer to be constructed along Creekside Drive. Sewer service
would be delayed to these 13 properties due to the proposed Creekside Lift
station issues which staff will be presenting an update at a later date.

The proposed changes associated with Change Order Number 4 include moving
the sewer from the ROW that the residents currently maintain out into the road
and still use the direction boring method of installation to minimize the impact to
the residents. The City has recently experience several projects that the
directional boring method has been used and during the inspection of the line it
was discovered that several “bellies” or sags in the line were created during the
installation procedure. Sags are not desired as they may cause the sewer not to
function properly and the contractor is required to dig up these areas and repair
them. Depending on the depth of the line, the holes that are dug to repair the
sag may be very large. Trees and landscaping may be affected if this is
required.
Moving the line out into the road will result in the road being dug up and avoid
digging up the resident’s landscaping and any existing retaining walls along the
alignment. In addition, trees should not have to be removed in order to repair
any sags located under the pavement. There still remain areas where the sewer
will be located within existing utility easements, however these easements are
mostly clear of trees and landscaping.
The roads are scheduled for reconstruction and will begin after the sewer has
been installed.

Also included in change order number 4 is redirecting the sewer that will serve
the 13 properties along East Dove Road to Royal Oaks. These properties would
be able to connect to the sewer once construction is complete and the City has
notified property owners that the sewer is available for connection. As I
mentioned on a previous slide, these 13 properties were originally designed to
flow to Creekside Drive to a proposed lift station. Council has asked staff to
explore alternate locations for the lift station and staff has provided several
updates and will present the findings to Council at a later date.
During the construction of the 12 inch water line, the contractor discovered a 4
inch steel gas that was in direct conflict with the proposed alignment of the water
line. The water line was moved out into the road for approximately 700 feet to
avoid the gas line.
Also included in the proposed change order is an additional 2000 square yards
of sod along Primrose Lane.
The proposed change order number 4 cost is within the project budget.

Addition and Twin Creeks Addition for additional sanitary sewer improvements
with North Texas Contracting, Inc. in the amount of $778,949.00.
