Item 6A Department of Planning & Development Services S T A F F R E P O R T May 12, 2010 CASE NO: ZA10-021 PROJECT: First Financial Bank EXECUTIVE SUMMARY: On behalf of First Financial Bank, TMA Architects is requesting approval of a Site Plan for a new 7,858 square foot bank building on 1.6 acres located on the southwest corner of Southlake Boulevard (FM 1709) and S. White Chapel Boulevard at 120 S. White Chapel Boulevard. SPIN #9 DETAILS: TMA Architects is requesting approval for a new 7,858 square foot bank building for the purposes of relocating from their current location on the southwest corner of State Highway 114 and Southlake Boulevard (FM1709) at 3205 E. State Highway 114. The proposed bank will face towards Southlake Boulevard (north side) and have drive-thru lanes at the back of the building (south side) while taking access from both Southlake Boulevard and S. White Chapel Boulevard. Variances The following variance has been requested by the applicant for this proposal: Standards for Approval 1) A variance is being requested to Section 7.2 of the Tree Preservation Ordinance No. 585-D, as amended for tree preservation percentage. The site contains approximately 16% of tree cover which is approximately 13,794 square feet. The requirement is to preserve at a minimum 70% of the tree cover on site which is equivalent to approximately 9,656 square feet. The applicant is proposing to preserve approximately 21% (2,896 square feet) of tree cover. White Chapel Boulevard LEGAL DESCRIPTION: Tract 3C01, Hiram Granberry Survey. Abstract No. 581 LAND USE CATEGORY: Office Commercial CURRENT ZONING: “O-1” Office Zoning District HISTORY: Medical Villas at Tuscan Creek - A Preliminary Plat () that included this site was approved by City Council on October 16, 2007 under Planning Case ZA07-057. CITIZEN INPUT: A Southlake Program for the Involvement of Neighborhoods (SPIN) meeting was held on January 11, 2010. The report for this meeting is under Attachment “C” of this staff report. SOUTHLAKE 2025 PLAN: Consolidated Land Use Plan The Southlake 2025 comprehensive plan designates this site as Office Commercial. The existing zoning and type of development being proposed at this location is consistent with the Land Use Plan. Pathways Master Plan The Southlake 2025 Pathways Master Plan indicates a planned 6-foot sidewalk along the west side of S. White Chapel. The applicant will provide this sidewalk as indicated on the site plan connecting to the existing sidewalk on Southlake Boulevard. TRANSPORTATION ASSESSMENT: The applicant has submitted a Traffic Impact Analysis to City staff regarding this proposal and it has been reviewed by the City Engineer. Staff accepts the conclusions based from this report. WATER & SEWER: Water There is an existing 12-inch water line on the south side of Southlake Boulevard that will serve this development. Sewer There is an existing 8-inch sanitary sewer line to the south in Stratfort Parc that the applicant is proposing to tap into. The applicant has indicated they will build an 8-inch sewer line up to subject property. TREE PRESERVATION: The site contains approximately 16% of tree cover which is approximately 13,794 square feet. The applicant is required to preserve at a minimum, 70% Case No. Attachment A ZA10-021 Page 1 of the tree cover on site which is equivalent to approximately 9,656 square feet. The applicant has requested a variance to this requirement and will be preserving approximately 21% (2,852 square feet) of tree cover. Most all of the existing trees on the site are Eastern Red Cedar. All of the existing trees within the interior of the site are proposed to be removed due to the grade and construction activity to occur on site. Some of the existing trees that have been planted by the City on South White Chapel are proposed to be preserved. PLANNING & ZONING COMMISSION: April 22, 2010; Approved (7-0) to table to May 6, 2010. May 6, 2010; Approved (5-0) recommending the applicant continue to pursue the access to the church parking lot, also granting the variance to the tree preservation ordinance, and subject to Staff’s Report dated May 6, 2010 and to Review Summary No. 3 dated April 30, 2010. At the April 22, 2010 Planning & Zoning Commission meeting, a variance was also requested to the Driveway Ordinance No. 634, as amended for stacking depth. The applicant proposed a stacking depth of twenty-two feet (22’) along Southlake Boulevard and a stacking depth of twenty-eight feet five inches (28’- 5”) along S. White Chapel Boulevard where seventy-five feet (75’) is required for both driveways.At the subsequent meeting on May 6, 2010, both driveways were modified and brought into compliance with the Driveway Ordinance No. 634, as amended. A stacking depth of 80-feet has been provided along the entrance from Southlake Boulevard and 75-feet has been provided on the driveway from S. White Chapel Boulevard. The City of Southlake Sidewalk Plan requires for pedestrian connections to be provided from adjacent street sidewalks to on-site sidewalks. In addition this pedestrian connection must meet ADA and Texas Accessibility Standards. Most all of the existing trees on the site are Eastern Red Cedar. All of the existing trees within the interior of the site are proposed to be removed because the grade sits lower than the streets and must be built up for drainage and constructing the building pad and parking lot. Some of the existing trees that have been planted by the City on South White Chapel are proposed to be preserved. 2. The grading for the proposed west access drive will raise the grade and create a damming effect on the drainage running across the property and away from the West Southlake Blvd. right-of-way. The area with the remaining existing trees between the access drive and the right-of-way will not drain properly and possibly alter the existing trees proposed to remain. * Please be aware that all existing trees shown to be preserved on the City Council approved Tree Conservation Plan must be preserved and protected during all phases and construction of the development. Alteration or removal of any of the existing trees shown to be preserved on the approved Tree Conservation Plan is a violation of the Tree Preservation Ordinance and the zoning as approved by the Southlake City Council. Please ensure that the layout of all structures, easements, utilities, Case No. Attachment D ZA10-021 Page 1 structures grading, and any other structure proposed to be constructed do not conflict with existing trees intended to be preserved. INTERIOR LANDSCAPE AND BUFFERYARD COMMENTS: 1. It is noted on the Landscape Plan that sod is proposed in all of the parking lot landscape islands. All parking lot landscape islands must contain shrubs, ground cover, ornamental grasses or a combination of these plant materials in association with the required trees. 2. When parking spaces are provided in front of the building setback line between the right-of-way and the proposed building, a continuous hedgerow of shrubs planted on 30” centers and reaching a mature height of 30” is required to be planted in front of the parking spaces. The proposed hedgerow of shrubs proposed in front of the north parking spaces must continue along the front of the spaces until the spaces are behind the building setback line. * The applicant is proposing to plant three (3) additional canopy trees over the required interior landscape and bufferyard requirements, and replace two (2) street trees with two (2) canopy trees. Informational Comments * No review of proposed signs is intended with this site plan. A separate building permit is required prior to construction of any signs. The city’s name has been indicated to be located on the front façade of the building; it is recommended that if the tenant wishes to have their sign on this façade it be shown as such. * All mechanical equipment must be screened of view right-of-ways and residential properties in accordance with the Zoning Ordinance No. 480, as amended. * All lighting must comply with the Lighting Ordinance No. 693, as amended. * All development must comply with the Drainage Ordinance No. 605 and the Erosion and Sediment Control Ordinance No. 946, as amended. * Development must comply with all requirements in Zoning Ordinance No. 480, Section 43, Overlay Zones. * The applicant should be aware that prior to issuance of a building permit a Plat must be processed and filed in the County Plat Records, a fully corrected site plan, landscape plan, irrigation plan, and building plans, must be submitted for approval and all required fees must be paid.
