appointment of Stacey Black as Director of Human Resources.

This appointment is aligned with the Strategic Objectives of Attract, develop and
Recognize and Reward High Performers.

•The City Charter requires that the City Manager appoint each head of a department and
that the appointment is subject to the Council’s confirmation.

Stacey Black has worked for the City of Southlake in the Human Resources Department
since 2001. She is a Certified Professional in Human Resources and during her eight
years with the City Stacey has been involved in formulating compensation strategies,
assessing our benefits program, and serving as the HR point person on our several
software implementations. She has a total of nine years of HR experience, having
worked in various HR roles including leadership positions. Mrs. Black holds a
Bachelor’s Degree from the University of North Texas with a double major in Human
Resource Management/Organizational Behavior and Strategic Management.

The Director of the Department of Human Resources has full management and
responsibility for the Human ResourcesDepartment and provides highly responsible
and complex administrative support to the City Manager. The Human Resources
Director is responsible for all the organizational development and compensation
initiatives of the City.

The Human Resources department has an annual operating budget of just under $428
thousand and includes 4 full time Employees.

•This appointment allows the City to fill a very important position in our staff and with
Staceys’ experience and expertise, will provide effective leadership of the Human
Resources staff and functions of the City. Stacey has a vision committed to leading the
HR department in becoming a strategic partner with the City organization and assisting
the departments with their organizational development needs. With your approval her
appointment will be effective May 19, 2010.
