Item 4C audioCity Council Members: Item 4C on the consent agent is for the approval of amendment number 7 to the existing professional services agreement for the design services on the neighborhood improvement project in Heatherwood Estates, Royal Oaks Addition, and Twin Creeks Addition with Cheatham and Associates in the amount of $14,757.50. 1 The construction of the sanitary sewer improvements within these neighborhoods links to the City’s strategy map relative to the focus areas of Infrastructure and Performance Management and Service Delivery. The specific corporate objectives that are met include Providing high quality customer service and investing to provide and maintain high quality public assets. This is a map indicating the location of the proposed sewer to be constructed within the Heatherwood Estates, Royal Oaks, and Twin Creek neighborhoods. Also indicated on the map is a portion of sanitary sewer to be constructed along East Dove Road in order to serve those properties as well. Cheatham and Associates was retained by the City of Southlake in 2001 to begin preliminary design for the sanitary sewer within the Heatherwood Estates, Royal Oaks, and Twin Creeks neighborhood. City Council approved a professional services agreement on April 1, 2008 with Cheatham and Associates to prepare final plans and specifications for the design of the sanitary sewer. In addition, the contract included the pavement reconstruction design of the neighborhood streets and East Dove Road from Lonesome Dove to Kimball Ave. 4 In September 2008, amendment number 1 was approved by the City Manager and included the design of a sanitary sewer lift station on Creekside Drive to achieve construction of a shallower sewer line. In April 2009, the City Manager approved amendment number 2 which included preparation of final plans and specifications for landscaping and irrigation associated with the proposed lift station. 5 Amendment number 3 was approved by the City Manager in August 2009 and included design of a 12 inch water line from Lonesome Dove to Kimball Ave. This portion of the project would connect to the 12 inch water line that was constructed as part of the Dove Drainage project from Carroll Ave to Lonesome Dove. Amendment number 4, also approved in August 2009 by the City Manager consisted of the evaluation of the existing culverts and guardrails along East Dove Road. Various drainage improvements along East Dove Road were also included in this amendment. 6 In September 2009, the City Manager approved amendment number 5. This amendment included the modification of the pavement design for East Dove Road from Lonesome Dove Road to Kimball Ave. The original design allowed for Dove Road to be widened slightly by 2 feet to match the section from Carroll to Lonesome Dove recently constructed. During review of the design it was determined that due to limited ROW, the additional 2 feet resulted in the barrow ditches exceeding the allowable side slopes. The design was modified to keep the existing width of road with some minor ditch grading along East Dove Road. Amendment 6 was approved in March 2010 by the City Manager. After meeting with several residents along Creekside Drive concerning the construction of the proposed lift station, the design engineer evaluated several options to screen the electronic equipment associated with the lift station. 7 Proposed amendment number 7 is for the amount of $14,757.50. The current location of the sanitary sewer is located approximately 5 feet west of the pavement with the ROW maintained by the residents. Heavy landscaping, several new driveways, and retaining walls exist along the current proposed alignment of the sanitary sewer. This amendment proposes to move the sewer into the road where possible, however directional drilling will still be used as the method of installation of the sewer line. In several past directional bore projects, “bellies” or sags in the line have been identified. These bellies are required to be repaired to ensure that the sewer functions as designed. Should a repair be required, a large hole potentially would be dug on the residents property depending on the depth of the sewer at the location of the repair. Moving the sewer out into road will minimize the impact to the residents property. The total cumulative of the seven amendments exceeds the City Manager’s approval and therefore needs City Council approval. 8 Staff recommends that Council approve amendment number 7 to the existing professional services agreement for the design services on the neighborhood improvement project in Heatherwood Estates, Royal Oaks Addition, and Twin Creeks Addition with Cheatham and Associates in the amount of $14,757.50. 9 Please contact Bob Price with any questions regarding this item at 817-748- 8097. 10
