Price, P.E., Director of Public Works Subject: Approve Amendment No. 7 to the existing Professional Services Agreement for design services on the Neighborhood Improvement Project in Heatherwood Estates, Royal Oaks Addition, and Twin Creeks Addition with Cheatham and Associates, Inc. in the amount of $14,757.50. Action Requested: Approve Amendment No. 7 to the existing Professional Services Agreement for design services on the Neighborhood Improvement Project in Heatherwood Estates, Royal Oaks Addition, and Twin Creeks Addition with Cheatham and Associates, Inc. in the amount of $14,757.50. Background Information: In 2001, Cheatham and Associates completed preliminary engineering for the design of the sanitary sewer for Heatherwood Estates, Royal Oaks Addition, and Twin Creeks Addition. The original 2001 design included a deep sewer construction for portions of the project. The depths would exceed 25 to 30 feet in some areas of the neighborhood with the deepest portion located on Heather Lane. The construction method to be used is directional drilling to minimize the disruption to the residents in the area. City Council awarded a contract with Cheatham and Associates on April 1, 2008, to prepare the construction plans and contract documents associated with the neighborhood sewer. In addition, the street reconstruction of Heatherbrook Court, Heather Lane, Royal Oaks Court, Creekside Drive, and East Dove Road (between Lonesome Dove and Kimball Ave) were included in this contract. In September 2008, Amendment No. 1 was approved by the City Manager in the amount of $5,240.00 for the design of a sanitary sewer lift station on Creekside Drive to allow shallower excavation to construct the gravity sewer line. The construction of the lift station would allow the sewer to be raised 10 to 15 feet in these deep areas. The lift station is needed due to the elevation changes between Creekside Drive and Heather Lane. In April 2009, Amendment No. 2 was approved by the City Manager in the amount of $2,025.00 for the preparation of final plans and specifications for landscaping and irrigation associated with the proposed lift station. In August 2009, Amendment No. 3 was approved by the City Manager in the amount of $11,620.00 for the design of the extension of the 12 -inch water line from Lonesome Dove to Kimball Ave to meet the City's Water Master Plan. In August 2009, Amendment No. 4 was approved by the City Manager in the amount of $7,280.00 to evaluate the existing culverts and guardrails along East Dove Road. The amendment also included the design of drainage improvements along East Dove Road. The engineer provided final plans and specifications. In September 2009, Amendment No. 5 was approved by the City Manager in the amount of $7,920.00 for modification of the pavement design for East Dove Road (from Lonesome Dove Road to Kimball Ave.). After reviewing the plans, it was determined that widening the road 2 foot would result in the existing borrow ditches exceeding the allowable side slope due to limited right -of -way available. The engineer would modify the design to allow for this section of roadway to remain the current width. In March 2010, Amendment No. 6 was approved by the City Manager in the amount of $10,380.00 to evaluate several options for screening the electronic equipment associated with the proposed lift station after several residents met with the City to share their concerns. The engineer would provide drawings and cost estimates for each option evaluated. The current amendment is for the design of the sewer line along the neighborhood streets to be moved into the road and is in the amount of $14,757.50. Currently the proposed location of the sewer line along these streets is approximately 5 feet back of curb on the west side of each street. Although the sewer will be directionally bored, there is potential for sags or "bellies" to be created during installation of the sewer line. The City requires the contractor to repair the "bellies" before the line is accepted. These are well established neighborhoods with many large trees located on each lot. In addition several of these properties have retaining walls and heavily landscaped areas located in the proposed alignment of the sewer line. Should a "belly" exist and require repair, the disruption to the residents existing property will be minimized by placing the sewer line under the pavement. Financial Considerations: The current amendment to the contract puts the total amendment amount of $59,222.50 above the City Manager's signature authority. Funds for the engineering design of the neighborhood sewer are included in the FY2008 Utility Fund CIP budget for this project. Staff recommends funding the project from the following existing CIP account: 502699- 598801 -00025 $14,757.50 Strategic Link: The construction of the sewer line and street improvements within the neighborhoods links to the city's strategy map relative to the focus areas of Infrastructure and Performance Management and Service Delivery. The specific corporate objectives that are met by the construction of this sewer and street infrastructure include: Providing High Quality Customer Service and Investing to provide and maintain high quality public assets. Mayer, Jr., P.E., City Engineer Michelle McCullough, P.E., Civil Engineer IWO ,. u j we ENGINEER'S CONTRACT SUPPLEMENT AGREEMENT NO.7 CITY OF SOUTHLAKE THE STATE OF TEXAS TARRANT COUNTY KNOW ALL MEN BY THESE PRESENTS: THIS SUPPLEMENT AGREEMENT made and entered into this , by and between the City of Southlake, hereinafter referred to as "City" and Cheatham and Associates, hereinafter referred to as the "Engineer ". WITNESSETH THAT: WHEREAS, the City and the Engineer entered into a contract on April 1, 2008, to acquire professional engineering services for the streets and utilities in Heatherwood Estates, Royal Oaks Addition, and Twin Creeks Addition, and a portion of Dove Road. NOW THEREFORE, it is hereby agreed between the parties hereto that the contract of April 1, 20.08, be modified as follows: SCOPE OF CHANGE Provide professional engineering services regarding the revision to the construction plans. Approximately 7485. feet of 8" and 10" sanitary of gravity sewer line will be relocated into the street. In addition, approximately 1700 linear feet of 4" force main and 2570 linear feet of gravity sewer will be redesigned to alleviate the need for grinder pumps at three residences. Plan Revisions: There are .12 plan/profile sheets of the construction plans which will need to be revised. The sewer line will be relocated to place it beneath the street. This will require a total revision to the plan/profile sheets since the lengths of the lines will change and therefore the grade of the line will be revised. In addition, there are G sheets which will be revised by redesigning the sewer line to alleviate the need for individual grinder pumps at three residences. The cost to revise the construction plans as stated above is $14,757.50 as shown on Attachment "I". ORIGINAL CONTRACT All requirements of the aforesaid contract of April 1, 2005, and this Supplement Agreement No. 7, shall remain in full force and effect.
