Consider: There were no consider items on this agenda. 14 15 Agenda Item No. 6A. Discussion: Proposed 2011 Facilities Utilization Agreement 16 Modifications — Proposed modifications to the 2011 FUA's by the FUA Modification 17 Committee were presented to receive feedback from the Board, athletic associations 18 and the interested public. A copy of the proposed modifications is attached to the 19 approved minutes on file in the Office of the City Secretary. The Board discussed 20 modifications regarding field allocations, maintenance fees, tournament fees, resident 21 participation in the athletic programs, "tweener" participation, tournaments and field 22 rentals. The Board listened to citizens express their opinions in favor of and against the 23 proposed modifications and other related issues about the athletic programs. 24 25 Twenty-five Public Comment cards were received (copies attached to approved minutes 26 on file in the Office of the City Secretary) during the meeting. Minutes of the July 12, 2010 Parks and Recreation Board Page 4 of 4 PROPOSED 2011 FACILITIES UTILIZATION AGREEMENT MODIFICATIONS Field Allocation Method Field allocations for league practices and games will be determined by the City based on number of teams per season from the previous year (Note: Allocation may be adjusted as needed based on current season registration numbers). Goal: By eliminating the practice of assigning exclusive field utilization to specific Associations for specified periods of time, the City will create more effective use of its fields. Open up more fields to the public or other sports, as deemed necessary, considering wear and tear from excessive use As many soccer, softball, baseball, and lacrosse fields as possible, considering maintenance requirements, will be open during scheduled times for rental by the public based on availability determined by City. 2. Maintenance Fees The City will require rosters to be submitted and fees to .be paid within 2 weeks after respective season ends. The Maintenance Fees (per player per season fee) will be modified as follows: Recreational Softball and Baseball: $15/Resident and $25/Non-Resident Soccer and Lacrosse: $12/Resident and $20/Non-Resident Select or Similar: $15/Resident and $25/Non-Resident Goal: • To assist with offsetting the current operational costs per athletic complex. • Currerit' operating costs (per player per season) are estimated to be: Softball - $151, Baseball - $52, Soccer - $34 and Lacrosse (including new fields) - $36. 3. Tournament Fee Associations shall pay the City a fee for each city field utilized in a scheduled tournament. ` The fee' will be: $75/field per day (includes lights). The fee, along with a listing of teams, division and players' hometowns, shall be submitted to the City within 7 days of completion of the tournament. Goal: - • To assist with offsetting the current operational costs for tournaments. Revised 07106110 6A - 1 ADDITIONAL GOALS 1. Resident Participation in Athletic Programs All residents of Southlake, as well as C.I.S.D students, have the opportunity, at all levels of ability, to participate in the athletic program established for their individual skill level. As an integral part of this goal, no Southlake resident, who registers by the registration deadline, can be turned away from participating on a team. We encourage each Association to have recreational play available and all recreational level league play is requested to provide minimum playing time for each participant. We encourage each select league (or similar) to strive for over 25% Southlake participants in the league and, if a league falls short, would ask that the Association submit a plan to staff, along with their seasonal results, that outlines their plan to close any gap, if possible. 2. "Tweener" Participation Associations should provide assistance to the City in filling gaps in the progression of designated talent levels, sometimes referred to as "tweeners". Associations will be requested to report on their respective strategy, and progress in achieving goals therein, to the Parks & Recreation Board annually. 3. Tournaments Field allocations for tournament play will only be reserved for the respective Association as required to satisfy tournament schedules pre approved by City. There will be no blanket assignment for a sequence of months, some of which have minimal or no activity. In order to provide the City with ample time to communicate available fields to the public/other organizations, Associations should submit their anticipated tournament schedule in January each; year, subject to subsequent finalization. If Association anticipates a large turnout based on teams signed up for a tournament, and this turnout could result in a shortage of legal parking, the Association will be required to provide alternative arrangements, in advance, for the overflow. 4. Field Rentals* In order to meet the demand for public availability of fields, the City will continue to rent athletic fields (baseball, softball, soccer, lacrosse) to Southlake residents. A policy will be developed by the City to control the frequency of rentals by one team (or individual), so as to limit any one team (or individual) from monopolizing the athletic field rental time slots.
