Item 6B13 SOUTHLAKE CITY OF Department of Planning Development Services STAFF REPORT June 30, 2010 PROJECT: Variance to Masonry Ordinance, Durham Intermediate Portable Building EXECUTIVE SUMMARY: Carroll Independent School District is requesting approval of a variance to Ord. 480, Section 44.12.7.c, requiring that portable buildings have a masonry fagade meeting the requirements of the City's masonry ordinance, for one portable building at Durham Intermediate School on approximately 28.98 acres located at 801 Shady Oaks Dr. SPIN 7. REQUEST DETAILS: There are currently two portable buildings being used as education classrooms at Durham Intermediate School that were approved for a maximum of three years by Special Exception Use Permits. The school district is requesting re- approval of the Special Exception Use Permit for one of the buildings from the Zoning Board of Adjustment on July 15, 2010 to allow the building to remain for an additional three years. Zoning Ord. 480, Section 44.12.7.c, requires that portable buildings have a masonry fagade meeting the requirements of the City's masonry ordinance. The Masonry Ordinance requires that all buildings constructed on property zoned 0-1, 0-2, C -1, C -2, C -3, C -4, B -1, B -2 or CS under the City's Comprehensive Zoning Ordinance shall have all exterior walls constructed using a masonry material covering at least eighty percent (80 of said walls, exclusive of all windows, doors, roofs, glass construction materials, or sidewalk and walk -way covers. The applicant is requesting a variance to allow tan metal siding extending from the skirting around the base of the building upward to the roof line. This is consistent with the previous approval and what exists on -site today. Construction (Specifications Attached) The huilding under consideration is 24' x 64' containing two (2) classrooms currently used in the instructional program at the school. It is constructed in accordance with all appropriate state and federal codes governing public education classroom construction. Rectangular in shape, the building has light grey siding that extends from the skirting around the base of the building upward to the roof line. The roof is a pitched design consisting of wood decking, felt underlayment, and composite shingles. In addition, the building is equipped with a handicapped accessible ramp attached to an existing sidewalk that leads into the main building on the campus, The district is requesting a waiver of the requirements in the ordinance for a "permanent foundation" and a "masonry facade The District anticipates removal of all portable buildings in the summer /fall of 2011 upon completion of the additions /renovations associated with the 2009 Bond Program. Appearance While no portable building can be made to appear as a completely normal part of any permanent construction, the school district has maintained this building in a neat and orderly fashion. In addition, the landscape of the surrounding area has been modified to incorporate this structure as a normal part of the campus environment. Additional Information Due to the capacity challenges currently experienced at the Durham Elementary /Intermediate School site, CISD respectively requests that this request be granted.
